Put this in \.minecraft\resources\newsound\ambient\cave\ and using WinRar, right click on the file and click "Extract Here"
If it asks you to replace the files, just click replace all files.
Now to prevent MineCraft from setting these files back to their defaults we need to make them read-only.
Select all the cave sound files, right click, properties, and check Read-Only.

change minecraft.zip to minecraft.jar

No, it doesn't. The sound files aren't in Minecraft.jar
