Hedge Blocks are meant for decoration. Make simple walls or barriers using it, or for a little bit of fun, place one and then use shears on it to create Chicken Hedges, Pickaxe Hedges, or any other shape you'd like! (is that stretching it? nice for decoration)
EDIT: Could also be a nice way to sheer sheep instead of punching them. Could get more wool.
Instead of creating a new block, this could be used instead to place semi-permanent leaf blocks that won't fall apart when logs are removed. These could be used in the construction of huge man-made trees as well as hedges.

Actually this is a pretty good idea, coupled with being able to shear sheep without damaging them, while getting more wool, would help make it even better.

If all you want to do is survive, just dig yourself a 1x1x2 hole, block it up and sit there for eternity.
The point of the game is not just to survive, but to survive whilst building cool stuff and exploring cool places. Building cool stuff requires cool stuff to build with, and leaves/hedges are cool stuff to build with.
yea well im sure you could make it wood, stone, gold ect like tools now. and i find it better to have more stuff to do simple things. if not then you could just keep adding on to tools that shouldnt even be doing that task. i like to have items that can do only 1 thing very good, not one tool that does everything

Yeah, that actually brings up my other issue with the idea. Leaves break really easy, there's not going to be much way to make advantages to using the more expensive materials to make iron or diamond shears, so this would really better as a standalone item that only has one recipe like the compass or watch, rather than a tool that has multiple tiers. Maybe it would work to have it built from flint?

cobblestone doesn't really make sense for the hinge piece, but smooth stone might work:

this would allow it to be pretty cheap to make and not make it feel like it should have multiple tiers for the materials that have different abilities. It could have a weak durability without feeling expensive, or it could just have no durability like the Bow does.
I just find it silly to make something that is really not much more than just crude sword for the purpose of cutting through leaves, when a sword already exists, and is even the fastest tool to use for cutting through leaf blocks already.
The fact that it's still only 1 stick cheaper than the shears the OP already suggested doesn't help matters either. (or in the one version, just as expensive as a sword, so you might as well just create the sword)
they're equally silly, that's why I suggested shears made from cheaper materials. Heck, for the hedge, I'd just use my hands to take it down. Keep in mind, I'm suggesting ideas here, but I'm still in favor of my own suggestion to allow leaf blocks to be crafted from saplings
Good idea, i wouldn't mind a way to build hedging without cheating. Eventually once enough bug fixes are out and features are complete i will not wish to cheat anymore in SMP, but at moment only way to create cool edging is cheating. This would be another tool for those that wish to be creative while still playing survival.
Heres something you can do in your spare time instead of posting ideas:
Go into your backyard or local park (Or industrial waste dump!)
Gather the "Materials" you think would do what you want
In this case you should gather metal scraps (Iron) or sharp rocks (Flint)
Get some sticks (twigs)
Gather gum from underneath public tables
Fashion yourself a very nice shearing apparatus.
Are you seriously arguing for realistic crafting suggestions for a game where you can make a sword out of 2 diamonds and a stick, a minecart from the same amount of iron needed to make a helmet, TNT from gunpowder and sand, and a record player from a diamond and a few pieces of wood?

1) The design for the shears is perfect, but that is damn expensive for something that just lets you collect some leaves.
2) Leaf blocks don't disappear based on the log blocks, but on their support blocks: http://www.minecraftwiki.net/wiki/Leaves#The_Rules
3) Rather than needing an extra tool, why not just allow saplings to be crafted into leaf blocks that can then be placed? This is the idea that is in my extended 2x2 crafting grid thread.
