This, like many of my posts is a discussion of possible implementation, improvements that need to be made, and other things that may happen. This idea is premised on Notch liking it enough to implement it, or a modder liking it enough to implement it. Until it has been cooled and processed, I don't wish for either to happen.

One thing I ask is to put you, the player in this scenario and imagine how fun it would be.
FOREWORD:
As a personal preference, I yearn for bosses that have a recognizable attack pattern and easily learned strategy. That being said, I want there to be understood and undeniable challenge; even if the player has researched and knows what to do. The Megaman Zero series did an excellent job of this; brutally challenging bosses with understood and recognizable attacks.
PREBATTLE
You are a seasoned adventurer; having seen continents and dug to bedrock for your never-ending search for diamond to replace your gradually wearing tools. You start digging in what seemed to be your thousandth tunnel and you hit... What the hell? You hit a giant fissure. Lava spewing all about. This had to have been your 500th or so chunk and you've never seen anything like this. At the center of this lava-ridden place is a large building made out of bedrock. An ancient and rusty chest is sitting there, and a sign hangs above the door of this building. On it reads, "Oh ye brave adventurer, leave your belongings in the chest and face me under your greatest difficulty."
Steve does so and departs of his belongings entering the room. On the ground he finds an used iron sword and (DEBATE) an apple.
As stated above, this rare boss spawns a room every 500 chunks. Additionally, he can only be faced on hard. If changed to any other difficulty, he simply vanishes and no loot will be had. If you die, you will get a chance to face him again as though everything reset. There will be a large chest outside of the room you can enter which is meant to hold all of your stuff. You cannot enter the room with ANY items. You will be supplied by an iron sword you'll find on the ground during the cutscene. You will also obtain 5 apples that appear at the corners of the room.
PREMISE:
Steve walks into a large 7x79x9 room(8 blocks tall) The room dips down 1 block concentrically until it bottoms out as a 5x5. As Steve enters, the door behind him slams shut. He is temporarily unable to mine any blocks; try as he might. As he descends to the center of the room, the hideous crackle of death sparks the air as an ominous booming voice mightily questions "Who dares disturb my tomb."
Obviously, Steve is freaked out and frantically scrambles at the door and realizes it is futile. He turns back around to find a large skeletal being floating in the air with draped robes standing one block away from him; before he has a chance to move, he is flung against the opposing wall and the lich returns to the center of the room. The encounter begins.
The lich is a low-flying mob that will constantly levitate 1 block above the ground. Weaponry and tools cannot damage it as it is. The lich has several attacks.
Lich: "I will harvest your soul!" - 3 second animation
The lich sends out a roar and slams his staff on the ground that hits the interior 5x5 section of the arena ( blocks). This deals 4 damage(2 hearts). Strategies to avoid this is to listen for this phrase and jump onto the exterior rings.
Lich: "Your death shall be quick!" - 2 second animation
The lich raises his arm and the outer rings catch on fire for 5 seconds (1 line of the inner ring excluded). Strategies to avoid this is to run to the center ring. He may decide to cast soul harvest or use another one of his attacks. If he does try soul harvest, run to the safe line.

The lich makes a run around the outer rings and the closest inner ring. If he grabs Steve, he throws Steve to the opposing wall before returning to the center dealing 4 damage(2 hearts). To avoid this attack, run to the center of the map.
Lich: "Feel the power!" - 8 second channeled attack
The lich stops, creates a beam of electricity that comes from his mouth. This traces the wall as he spins slowly in a full 360 degree. This deals 2 damage per second if it hits Steve(1 heart per second). To avoid this attack, keep ahead of the beam, OH GOD! KEEP THE HELL AHEAD OF THE BEAM!
Lich: "Burn." - The Lich casts a fireball at the player. This will erupt in a 2 radius blast for 2 seconds. It has a 1 second cast time... It will deal burn damage while the player is standing in it.

To avoid this attack, MOVE, if the player is constantly moving, it'll hit where the player WAS and not IS.
Lich: "Death is inevitable!" - The lich makes a simple swing at the player if the player get's too close. It deals 4 damage(2 hearts). To avoid this attack, move out of the swing arc. This is increasingly difficult the closer you get to the lich.

"Ok, Yoshi, you *****! You create a monster that has insane batshit amounts of moves in a confined space, and cannot be hurt. So, how do we not die?!"
Good question. The lich has fought to keep creepers out of his lair. After a short while, creepers finally manage to blast an opening into the roof of his lair and begin dropping in, 1 at a time.
To beat the lich, the player must strategically place the creeper (who will always chase the player) near the lich and have the creeper explode on the lich. This will wind the lich for 3 seconds and allow the player to attack. He can be defeated after 25 damage is dealt to him while he is winded.
After 20 damage has been meted out, he goes into desperation mode, Steve is held in mid-air as the outer ring buckles up to the ceiling, preventing Steve from reaching it. The liches Burn attack will now fire 2 fireballs sequentially instead of just one, and Steve, basically, just has to keep on his toes.
Lich: "N-no! M-my legacy!" - The lich will scream this upon a well-deserved defeat, and his phylactery will drop, which is a unique 1-time use item that restores the player back to health with 1 health. The outer ring will lower and the door will open. A phylactery is, in lore, a container used to house the soul of a lich.
From the center of the 5x5 inner arena, a chest will appear containing the Lich's greatest treasures.
All unused: gold sword, gold chest armor
Other items: 2 golden apples, a record, 2 lapis lazuli blocks, 10~15 redstone dust, and a saddle.
The creepers will also unspawn so you don't get an anti-climactic victory.
Yeah, I was hoping that a scripted encounter would be random enough, I didn't intend to place this everywhere. Maybe 1 every 20 chunks so the encounter would be super rare.
As far as the difficulty in coding, work on the boss piece by piece. Doesn't have to happen overnight.
I personally love this idea!I can see that you put much thought into this Lich.I think it would be cool to fight a challenging monster known as a Lich.I think this suggestion was awesome.Good job!

Oh, this boss can only be faced on HARD difficulty. Attempting to face him on any other difficulty will result in an empty purposeless room. There will also be a sign to visit him only on hard difficulty.

This is a fine idea for a boss, but it really doesn't belong in minecraft.
That's cool. What, in your opinion, would tie it in better with Minecraft? I tried to make it as unified as I could; what ways would you change it to where you feel there would be better incorporation?

I don't think its possible. The whole point of minecraft is that you can change your surroundings, suddenly changing that would be rather jarring. A cutscene would also feel out of place, and having to put all of your stuff in a chest would be annoying, not to mention all the problems this boss would cause in SMP.
This could work in adventure mode, but there should be some incentive to not lose, getting all your items back from a chest is more annoying than fun.

Finally, the last thing to help integrate it is to have the room be made of adminium (you would find the crypt at bedrock level.)
Forcing items into the chest was intended as a balance mechanic to ensure you didn't go in there with diamond armor, diamond sword, and 30 cakes.
I am half-and-half with the incentive to not lose, as the boss is really challenging without adding extra pressure of losing (hence placing items in the chest).
On the final note: I can see your concern with SMP and yield it there. Still, this is meant as a discussion at the moment and I do appreciate your input.
I think it's good, but a better option than the chest is needed. If makes adventure mode with lots of cutscenes it fits in well. The boss still sounds incredibly difficult.
1 every 20 chunks is not that rare. maybe 1 every 100? or 1 every 1000 to make this a even more rare fight.
Anyways, I like the idea, (And I actually want to make some pixel art of what I envisioned in my head while reading this. In fact, I just might) but It seems WAY to over-powered when the reward is some golden stuff, a record (however, maybe the record could be some of the music that hasn't been added yet, and that this is the only way to aquire it) and some other stuff. Maybe add a small amount of obsidian to the chest? Or maybe a mob spawner that spawns pigs. (If you break it you cant get it back, just like regular spawners.) That would make it quite rewarding for a fight like this.
I'm going to see if I can make that pixel art now. (I'm probably going to wind up using paint though, since thats the only pixel art program I have XD)
He casts fire around the perimeter. Slams the center, and throws a fireball, one after the next. Yeah. PLUS, the creeper is following you. ALL AT THE SAME TIME.
This is meant to be unfair. The reward should actually be defeating him, but having a physical reward is nice too.
