Indeed, I know about Improved Chat and actually use it myself, however I built this as a much more accessible and versatile keybinding solution. It does work with Improved Chat, the two do not conflict.

I don't really have any commands in this unless you're referring to the scripting part, but that's for convenience. Single Player Commands doesn't have most of this functionality (except binds but they're nowhere near as simple) and also, crucially, only works in single player! This is for multiplayer as you can see from the video.
