Use world-guard.
You can define regions, create safe zones, PvP zones etc.

Can you stop making a new thread for the same question all the time. If the factions plugin says you can, then you can, otherwise you cant.

yes you can make safezones with the plug-in Factions. Visit a youtube channel names WoopaGaming they have a tutorial of how to set them up!

Use the Worldguard plugin to define regions, then for the message about the regions, use factions to show it's a safezone. This makes it so people cannot claim a protected area. Worldguard protects, Factions show's protection

as far as i am concerned, worldguard rips chunks out of maps,
there is an alternative if you wish to keep your world safe
the plugin called IZone.
very similar to WorldGuard, except you can disable TNT explosions, Disable Mob spawns, Enable Godmode in certain areas, well, just generally more than WorldGuard.

you can by typing / f claim safezone 
but the anyoing part is that you have made just a about 5x5 circle of safe zone

You actually have it backwards, the factions plugins sets the chunk to safezone or warzone. WorldGuard uses flags like
/region flag (regionname) pvp deny to stop people from pvp'ing
