there are starting to be a heck of mob mods
please, please do it like the story, maybe tweaking with the terrain generator, making him run away when he sees you, and being ultra rare.

Suggestion time!
I'm not sure if it's quite possible to do this with the AI that Minecraft has, but may I suggest making it so that...
A) Herobrine is a VERY rare spawn. As in, you're more likely to not see him in several hours of play than to see him.
If he does spawn, he either doesn't move around at all, or doesn't move very often.
C) Once the player gets within, say, 16-24 blocks of him, he'll either
C1) Run away from the player at an extremely high rate of speed, thus likely causing him to despawn. (90% chance)
C2) Turn and face the player, but stand still. If the player stays within range of him for a certain amount of time (let's say, 10 seconds), he'll rush at the player at a high rate of speed (probably around that of his abscond speed), let out a scream, and instantly kill the player. (10% chance)
Herobrine is not someone you kill. Herobrine kills you. But it's not necessarily a cheap kill, as he'll need to notice you first, before going into his pre-kill mode. Maybe add in some sort of eerie sound effect for when he notices you too, in case you're wandering along and happen into his line of sight, but you haven't seen him yourself.
If you can do this, then I will download this mod, and I will start recording myself playing Minecraft until I get killed by him. And I will scream. And it'll be amazing.
