People can't connect to my server

My friend tried to connect to my server and he said it said it refused to connect.

Here is my properties:
#Minecraft server properties
#Fri Dec 03 06:39:01 EST 2010
level-name=Freebuild FTW!
hellworld=false
spawn-monsters=false
online-mode=true
spawn-animals=true
max-players=20
server-ip=127.0.0.1
pvp=false
server-port=25565

Will someone please tell me why people cannot connect. if you want to try here is the IP: 71.238.103.67

waiting 9 minutes is hardly a reason to bump your topic, calm down.

Remove and make your server IP look like "server-ip="

I'm having a similar problem and I've been trying to search and google a solution to no avail.  I run a server that half a dozen friends have connected to regularly, and it has run flawlessly for the past month.  I connect to the server with my lan IP address and my friends connect by using my IP address.  

Today I tried logging in and "failed to connect to the server" twice.  So I assumed there must have been a server side update.  I deleted my old server files and re-downloaded the minecrafter_server.exe file and put it in the directory that I keep my minecraft world saves.  I made all the proper server.properties file adjustments (I've re-downloaded the minecraft_server.exe a couple times so this is not my first rodeo).  Yet I still cannot connect to my minecraft server.  

Now when I try connecting to the server I get this message "Connection timed out:connect."  Also my connection attempts do not register at all in my minecraft server log.

If your using a router then use Port Forwarding and open port 25565.
And remove the server IP from the properties file. You don't need it there, and especially since you used the localhost IP instead of the real IP.

Thanks for the feedback.  I accessed my router and used port forwarding to open minecraft on a custom port (for the past month I've been using port :50500 with no problems).  The server-ip has been left blank in my server.properties file and the server-port=50500 since minecraft was added as a custom service to port 50500 in my router setup.

Did anything server-side change when the site minecraft.net came back online?  Because the site was down for a couple days and my server problem happened today, the day that minecraft.net came back online.  I had my girlfriend try connecting to the server a minute ago from her computer and she is having the same problem "Connection timed out: connect."

Is anyone else having this problem today?

I haven't had server issues today, but I run a remote VPS. Another option is your router assigned IP for the PC with your server running a new IP Address. I don't know about your port forwarding on your router, but I have to hard-code my IP address for port forwarding. So if my router decides that my PC is now 192.168.1.3 instead of 192.168.1.2 then all my port forwarding will break.

Other than that I'm not sure why it would just stop working.

Success!!! Sweet thanks for the post!  I didn't think about the possibility that my extra PC might jump from one IP to another.  For the past month I've connected to the server via 192.168.1.2:50500, I just tried connecting with the local IP 192.168.1.3:50500 and it worked.  Whats interesting is that when I log into my router as an admin and check out my minecraft custom service I can see that the Start Port and End Port is set to 50500, and the Server IP Address is still set to 192.168.1.2.  

Quick question, I haven't tested an external connection yet (my GF's PC is on my lan network).  Will my friends who connect to my server by using my IP address (different from the 192.168...) connect without any problems since this was an internal lan IP router issue and my external IP address hasn't changed?
