Hmm I don't think you will be able to sorry even though it may seem you have enough RAM, the RAM you have is very outdated. Also your graphics card seems to be Integrated so It probably won't have the required OpenGL support.
honestly, minecraft is a surprisingly retardedly resourse intensive game. Almost ANY laptop i would be willing to be would over heat after a while of playing this game (30 minutes or so) if it didnt have some kind of extra ventilation. I know mine does.

To be honest I don't know - in fact I've tried looking for the usual 'Min Specs' for running Minecraft & (so far) not found any
I can tell you though I use Windows XP (+sp3) with 2Gb DDR 166Mhz memory (not sure of the timings of those though) & a 400Gb SATA drive
I also have a e6750 CPU so don't know how that compare to the sempron one you have
& it runs...
... but will admit that at times I do get a slow down (I think it's mainly due to JAVA than to Minecraft - as [ctrl][alt][del]shows JAVA using a LOT of resources)
I can use HD textures up to 64x but it does seem to crash more often, currently I use a 32x pack
I can't use any of the MODS that 'improve' the water graphics or BUMP maps - but I'm currently using the optifine mod & it seems Ok apart from the occasional graphic glitch (Like seethrough blocks)
EDIT: Found this site where you can stick in some of your PC details & it'll tell you if you can run it, problem is that it doesn't seem to have your graphic card

Don't listen to the ones who suggest intel and Nvidia. It's just not cost effective while they are in fact good. I had played on a similar system to yours once. Back when it was in alpha it played, now it can play around... maybe 14 fps. An idea for a minimal system would be an AMD anthlon 2x, and perhaps one of the RADEON or Nvidia chipsets. It won't be stellar but it's playable. Chipsets are not GPUs, but they can play minecraft regardless.
If you want something better and can play at far view and fancy, an E3-350 AMD processor laptop or Desktop will run minecraft surprisingly well for it's low price. The lag meter on Minecraft will slow you down, but I would say it's around 40-50 fps for about $300-$400 USD. This processor can play some top games on it's own without a discrete GPU, because it has one literally welded on top of the processor.
My source is my own experience and A+ certification knowledge that came in the process.
SUPER EDIT: My bad, the Semprons supply an FPS range between 4-20. Thats just horrible, but if you can play with something that choppy... good luck. 25 and up would be a good solution for Minecraft's PS1 style graphics. Also, if you plan on building a computer, Minecraft is more Processor dependent then GPU. I am not sure how it's renderer work, but if I am not mistaking it requires OpenGL 2.0 which can be software rendered if I am not mistaking.

Oh yeah, blame Java for your bad FPS and not your old, unpowered computer or Notch's unoptimized code.
