Levels for Fire Aspect, Fortune III, and Silk Touch?

Fairly simple question, but I'm too lazy to test it out, and would rather not waste materials on the SMP server I am trying to get these on. And yes, of course, I know I won't get the enchantments on my first try, but less waste is good.

So, what are the levels with the highest probability of getting Fire Aspect I, Fire Aspect II, Fortune (II and II), and Silk Touch?

I've gone over the wiki page repeatedly, but it just isn't very clear.

It says that the modified enchantment level is equal to the enchantment level + a random number between 0 and the enchantability of the item + 1, and then that number is multiplied by a number between 0.75 and 1.25.  However, the highest possible value this equation could give is (50 (max enchant level) + 25 (gold armour) + 1) * 1.25, which would equal 95.  However, the table on the page lists enchantment ranges above this (Efficiency V goes up to 111).

What am I doing wrong?

With diamond tools, the level with the highest probability to get Fire Aspect II, Fortune III and Silk Touch is simply 50 (the maximum enchanting level avalaible). However, reaching level 50 once requires more XP than reaching level 35 twice, making it faster to stop at level 35. I don't know the exact optimal level, would be quite hard to determine.

Yes, now. I've seen this information many, many times. What I'm looking for would be the level with the highest probability for those enchantments. Say, getting Fire Aspect 1 on a level 50 enchant would probably be less likely than getting a fire aspect II on a level 50 enchantment. So what would be the optimum level for those enchantments.

I heard that it's all random. So you could get a level 1 enchantment, and get Fire Aspect and All that goodies. The levels just make it have more chances of getting a good enchant. Not 100% sure, but thats what i heard.

Yes, it is random, in a sense. However, each enchantment has a probability that can rise or fall depending on material or level used to enchant, so by using this knowledge to your advantage, you can increase your chances of getting a certain enchantment.

Well, they DO have a few mods that show you which enchantment is which before you click it, but other than that, there is no possible way to interpret the EXACT amount...
"Hey can you tell me the order of the days in a week?"
"Sure, here's how I remember: S,M,T, WTF IS WRONG WITH YOU?!"
