most ive found is closer to bedrock.
ALSO the best mining pattern ive seen is downward in a v pattern continuously.
example: (the periods represent 1-2 layers of stone or walls of shafts for efficiency, 0's are mine shaft)

So diamonds spawn from 0 (bottom layer of bedrock) to 16 I think, or 18 not sure.
But I heard that the most amount of diamonds is at 14.

Do layer 10 if you don't mind dealing with lava. Otherwise, layer 12 (and bring a bucket of water!).

Diamond Ore can be mostly found at levels below 18, and is found in small veins of 1-8 together. It cannot be mined using stone, wooden or golden pickaxes. It can only be mined using an iron or diamond pickaxe.
As of the Beta 1.8, diamonds can be found in dungeon chests.

This is straight from the minecraft wiki

My link

To add to that they are also founf in abandon mine shaft chest.

Please give me a +1 :)

Why shouldn't I? I took my time to search it and i posted a link, instead of coming up with an estimation. I gave him a perfect answer, unlike any other posters. why shouldn't i get a +1?

Eh ok, man i see that you took the time to look it up. but some people come with common knowledge(not saying this was b/c someone had to ask) and expect glory for it. no hard feelings.

11/12 is commonly the best layers to find diamonds at.  Strip mining is usually not the best way...go with branch mining and exploring cave systems you find.  More surface area = faster diamonds.

  :Diamond: Layer 16 :Diamond:
You will find the centre of diamond veins
I found around 12 in a 100 block long tunnel
Also, It can be found in dungeon chest (Make sure to have a sword)
And also, Make sure to have an iron picky. Otherwise there is no diamond for you :(
