As soon as it arrived, a response was drafted immediately:
Very well. We will accept this stance for now, but we wish for a full investigation after the Hungarians have been driven out. Our air force will be engaging the Hungarians soon, and we expect that you will be able to restore the military under the control of their just and democratic government.

The diplomatic parties for the UND conference are immediately airlifted to Warsaw, Poland, at least temporarily for them to escape possible conflict.
Soon enough, everyone had gathered for the meeting, with everyone accounted for, even the USSA president, much to the relief of the Japanese advisers who would have needed to write down every little thing otherwise.
Once all the formalities, chit-chat, and greeting finished between the leaders and representatives of the nations, Hirohito stood up, clearing his throat to get the attention of the others, who soon became quite.
"As you all know, we are gathered here today to discuss how we should go about dealing with the North West Coalition's violent and unexplainable acts against the USSA. Many of us wish to retaliate right away. I myself am guilty of this. But it is thanks to Hou here that I have not acted so rashly, and that we are all gathered here to plan a large-scale retaliation, together. Now... I have heard that the NWC leader has claimed that it was not him, but a rebel faction within his country that released the chemical weapon. Even if this is true, the fact is that if there are people in the NWC capable of doing such things, without the NWC's government ever having noticed them before, they are something that must be dealt with. It can even be said that the lack of responsibility shown by the NWC's leader is what caused this tragedy to occur. Had he done his job correctly, he would have noticed these rebels, especially if they had access to chemical weapons and jets. I see no reason why this retaliation is unneeded."
Sitting back down, Hirohito looked around the table. "That is what I have to say on the matter. I open the table to discussion."
[Now to get through this all so that Prussia can form soon, so France can act... (If I read the OOC section right.) Now for sleep.]
(As Nova I believe is still temporarily incapable of posting in IC I'll try to steer her president as best as possible.)
"The attack was a crime against the very lives of our people," the USSA president, Fernandez growled, "I can't suffer anyone to commit to such as acts on American citizens. And if the NWC is a home to dangerous outlaws then it is a tumor that should be purged from the face of the Earth to safe-guard all of our continued existences.
"The North West Coalition has always been as much as a danger to the American citizens, as well as Greater Canada. They must come to repent."
"Now I understand your anger Comrade Fernandez," Hou said, "But it might in all of our interests to not act rashly. I understand that your nation is alight with rage that someone should attack and decimate an entire city in cold blood. But it's come to my attention through a fellow comrade that we should go in with balanced force. Yes, we will destroy the cancer but only so much that we remove the infected tissue and not kill the body.
"There may be elements within their nation, either government or in the general population itself. Considering the nature of the attack and devastation caused I'm not immediately sure it was who they said caused it. And with the nation in a state of war, it would be ill-advised to approach the nation and find ourselves combating the side who did not launch the chemicals. And we certainly shouldn't be conducting full-blown cleansings of cities to force them to make up for what they did.
The comitting of an evil, for the sake of repayment against an evil committed against yourself does not make a right."
Fernandez harrumphed.
"Additionally, for the sake of this conference I'll come open and say we are preparing an invasion effort against Greater Canada to distract them from the USSA border. But we can spare some men for the NWC effort. But it's still to be decided if we can make any major contributions. But I estimate we may mobilize something like twenty-thousand troops."
(Note: This post, what is said, is transmitted by radio to every government except Ukraine that is participating in the summit.)
IC- A Tale of Two Meetings One for war, One for peace.
-Warsaw, Poland- Applies to: Poland, Ukraine, New England Republic, Russian Republic, Australia.
The President of Brazil, Adriano Claro, arrived in Poland in a large transport plane escorted by six Mirage III fighters. He walked into the building that held the diplomats for the summit.
"Greetings, all. Sit down, please. My name is Adriano Claro, as you probably already know. I am the president of Brazil and was able to make it here personally to speak to you. As you also know, I am here to discuss the proposed alliance, the United Nations for Democracy, or UND."
"First I will cover the outline of the alliance. As said, it will function not as a military alliance for the purpose of waging war, but as a defensive pact, free trade pact, and scientific agreement. All nations will be able to declare war freely against non-member states, but based on the circumstances they may be thrown out if they don't have a good reason. And even then, nations are not obligated to join in any other nation's war, only to defend the alliance's nations if they come under siege.
We will also have two scientific departments, one for military technology and one for scientific technology. The projects of each will be voted on by all nations contributing scientists and/or funding, and they will recieve the products of that effort as well. However, nations in the alliance that do not participate in the scientific department will not recieve the technology it produces."
"The alliance will stand for the ideals of liberty, freedom, and democracy above all else. We believe that the global, worldwide fight over the ideals of communism and capitalism is the wrong one. Neither capitalism or democracy is truly an enemy. The type of government ought to be chosen by the people. After all, beauty is in the eye of the beholder. To the Chinese, communism may well be beautiful, and to the Spanish capitalism. But there is one thing that truly resounds with people. There is one thing that unites every person around the globe. And that is freedom. Freedom is of common universal value to every person.
Truly, there are two types of societies in the world. There are governments that use fear, oppression, and propaganda to control their societies, and there are governments that follow the will of the people. These are fear societies and free societies. Many nations today, in this time of fear, have succumbed to the appeal of complete control, of denying their citizens rights in favor of filling their own coffers and fighting wars. Half of Asia has fallen to the tide of those who decieve and control their citizens, hidden under the ideals of communism. The Canadas and Spain have come under control of the rich who seek to incite their citizens into doing battle with the so-called communist threat. However, both these are threats to democratic nations. And indeed, the one nation that stood greatest for freedom, America, fell due to conflict and sank into the wallow of corruption and propaganda. The tide of deception sweeping the globe will not stop. The people of this Earth must stand up for their rights and they will.
I tell you now, any government that seeks to oppress its citizens instead of complying with their will must inevitably fall. For their own citizens will rise up in arms against them. No turmoil so great, or oppression so strong, can truly stifle the flame of liberty. It happened once in 1776 across the ocean, in a place that was once called the United States of America. It will happen again. For until the end of time, every person will be restless, fighting for their freedom. No government can survive without following the will of its citizens. We must ensure, as an American President once said, that government by the people, for the people, and with the consent of the people will not perish from the Earth.
And now I ask all of you, the assembled nations of New England, Ukraine, Poland, Australia, and Russia. Stand with me against the darkness. Stand with me for freedom. Stand with me for rights. Stand with me for liberty. Stand with me for the untold millions and billions around the globe that now stand under the yoke of oppression and tyranny by corrupt individuals to be free. Stand with me for peace, so that governments may be responsible to their people and not to who they war with. Stand with me for the world that could have been. Every person in this room that has conscience should hear the call. Join the United Nations for Democracy, and we will form a global symbol and a global force... for good."
Miguel Tejero dejectedly slid into the chair at his desk with his daily cup of morning hot-water in hand. He turned on the television in the cabinet on the opposite side of his desk with the remote in his drawer and watched as news correspondents throughout North America covered the massive Spanish withdrawal from throughout the USSA. Clips of strategic bombers being filled with entire regiments of Spanish infantry accompanied voiceovers by reporters explaining that last night, Prime Minister Miguel Tejero had negotiated a ceasefire with the U.S.S.A. and Spain was now in the process of returning its forces back home. Clips of huge columns of smoke rising over New York City and Albany, blackened tanks smoldering on the shoulder of a New York highway, and burning wheat fields were interspersed with clips showing Admiral Santin's fleet finally steaming out of Boston harbor back East to A Coruna.
As for news closer to home, things were not good. The nation, rather predictably, had been polarized by the ceasefire. Hardliners were furious with Prime Minister Tejero's decision to pull out of the U.S.S.A., claiming the Americans were on the verge of being broken. The liberals, however, praised Tejero's decision to end the war. Indeed, protests in Pamplona and at the Universities of Madrid and Salamanca had taken place in recent days, demanding an end to "these useless wars". In the end, however, Tejero knew he made the right decision. He could not make war on innocent people with the VX gas, even if it meant winning a war.
Tejero, having seen enough, turned the television off. He finished his cup of hot water before he went about completing a stack of forms and documents on his desk- when suddenly, the sound of a thunderous explosion rocked his office.
It had to be an awful wreck outside. Tejero stopped what he was doing and went to peer out of his office windows when he heard and felt another explosion, and then another one - one so powerful and so close that it had to have practically happened inside the Palacial Complex. Seconds later the shooting and screaming began.
Tejero looked outside his window and saw two smoldering, obliterated chassis of cars resting near the Palatial Complex. A few corpses were strewn about on the concrete walkways just outside, but he couldn't actually see anyone shooting outside. The shooters, whoever they were, had to be inside the building.
The fire alarms suddenly went off, signifying that the building was on fire. The sprinklers turned on as well, quickly drenching Tejero and the rest of his office as it were raining inside the building. Seconds later, Madrid's air raid sirens echoed throughout the city around him. No doubt there were a thousand people trying to reach Tejero right now, but with the phone and anything else electrical in the building short-circuited by the indoor deluge nothing electrical would be operational.
A few of Tejero's bodyguards - members of a branch of the Cazadores - opened the doors to Tejero's office and carefully filed in as per Cazador protocol.
"What the hell is going on here?!" Tejero demanded.
"We have heavily-armed gunmen in the building!" The bodyguard yelled over the sirens and the constant splashing of falling water from the sprinklers. "That's all we know! Now we need to get you out of here! Your safety is our primary obje-" The back of the Cazador's head burst into a bloody mess. Before Tejero even had time to react, a number of gunmen who had suddenly appeared in the entry way of the office had killed the other Cazadores before they had time to respond.
Tejero was surrounded by the gunmen.
They spoke in English - it took him a moment to discern what they were saying, especially with the cacophonous racket around him.
"... Tejero. That's him."
"Kill him."
As one of the gunmen raised a pistol at Miguel Tejero's heart, time came to a stop. Tejero's mind was everywhere else but the men pointing the gun at him. His mind raced, as if his life was flashing before him. His induction into the party, nomination as the candidate for prime minister so many years ago, and then the insanity of the the last eight years that he had governed this nation for. Foreign dignitaries and strange lands he had seen. Within a fraction of a second, the flashbacks of his political life had ended quickly as they had occurred. He was left back in his office, being soaked by the sprinklers and held at gunpoint, wondering if his tenure as the leader of Spain had left the world in a better place.
He hoped so.
The gunman pulled the trigger, putting a bullet into Prime Minister Miguel Tejero's heart.
The Australian diploamat spoke first. Breaking the silence.
"Australia would be honored to join the united nations for democracy. We will be pulling our troops out of New Zealand to do so and are looking forward to prospering with all of you in the future"

Yaqob laughed, "Well, if I wouldn't want people to think i'm behaving like Sahle."
"But in all seriousness, I feel at this point my life is at a point of turmoil... Just not a time to be looking for love in a matter of speaking"
Mogadishu, Somalia
The city had erupted in violence, and within twenty four hours the Mercenary garrison of two hundred had been completely wiped out. The bodies of the garrison lay strewn across the city center, abused and beaten by the revolting populous. Iregi, who had been leading the resistance movement since its inception, was unceremoniously elevated to the position of "President of Free Ethiopia". As the fires of the preceding hours burned on in the background, Iregi gathered his council together in order to discuss exactly what happen next.
"Have we heard from the rest of the nation?" asked Azima, talking loudly as to be heard over the hollering throngs filling the city.
"They have abandoned Nairobi, and Kampala, and Mombassa..." enthusiastically replied Iregi "The Europeans are fleeing to the North. Swahililand is essentially free!!!". With that proclamation, several in the council let our a cheer."
"This is good news" replied Azima, "Have you heard what the Army is doing?"
"Still pinned by the Germans I would presume" replied Iregi, "But we've requested they move in to secure our successes."
"All I know..." added Iregi, "Is his illegitimacy Sahle is shitting is pants right about now"
Addis Ababa, Ethiopia
"What? You've abandoned the Swahili lands? That land is mine to claim" wailed Sahle, addressing the Imperial Cabinet.
"We can't protect it any longer." calmly replied Prime Minister Reynard, "It isn't financially rewarding, and we lost too many men in Mogadishu to consider anything but retreating."
"What are we going to hold onto?" inquired Sahle.
Reynard replied, "I assure you we will continue to protect you and your capitol as long as the Germans keep Hassan at bay."
Bambari, Congo
News of Mogadishu had boosted morale in the Ethiopian lines significantly. In celebration, Hassan had hosted a small party of sorts in the administrative office of the Bambari mines. There, Hassan, the Administrator of the Mines, Dr. Sisi, Hassan's Aide de Camp, and CoeJoe the Chimpanzee all gathered around a small table drinking champagne (except the Chimp, which could not handle a champagne glass properly).
"Gentlemen" started Hassan, "Thirty minutes ago I got news from Kinshasha; the fall of Mogadishu has lead to the Prussian government cancelling the Congo operation. They will be falling back across the ocean to deal with affairs in Europe. All that stands between us and Addis Ababa is a few drunk mercenaries and their fat oil-man benefactors."
"Serendipitous" quipped Sisi.
"We will take control of the regions the Germans abandon as they make their way to the ports." stated Hassan, "When the Congo is secured, we will dispatch what is necessary to Addis. As we speak, the 4th corp is rolling into Swahililand to take control of the newly freed regions."
"A toast then" suggested Sisi, "To the future"
The men clicked their glasses together. Finally, the empire built so painstakingly by Yohannes was coming back together.
Patrick Moore, New England's minister of Foreign Affairs stood up after Poland's.
" New England also wishes to apologize for our involvement in the recent North American conflict. As our President said in one of his speeches, the GNAU's intention was never to persecute Communism, and neither was New England's. Our involvement in the war was not one by choice, but obligation. We never agreed to the North Western Coalitions' terrible attack on the American city of Seattle, in fact, we were never even informed of such a weapon being in the Canadian's arsenal. Please understand that New England never stood for the terrible events that unfolded during the war, and neither did the GNAU.
Secondly, I would like to make New England's disapproval public by saying that unless Australia renounces its expansionist policy, we will NOT welcome them amongst us. We stand with Poland on this. If we are to promote freedom and peace, then we should also make our disapproval for Australia's recent actions public. We shouldn't put our ideals aside for Australia's strategic use.
That aside, I'm happy to inform you that New England stands by Poland and Brazil in our mission to bring peace to this turbulent world. "
He then sat back down, allowing the rest to continue.
The Brazilian Secretary of State, Jose Alexander, stood up at this.
"Yes, we realize what Australia has done. We have spoken with them, and indeed they have renounced their expansionist policy. The idea to invade New Zealand was a purely military-based idea. In fact, Australia's people went into uproar over the invasion of a peaceful nation. Australia's government was divided on the issue, and that those that supported it will be rebuked. We firmly believe that Australia has repented for its crimes sufficiently enough to be considered. If you seek further investigation, look yourself. But you can take our word that Australia will become a stable, democratic ally when peace has been brought and with further trade. These times are tough for every nation."
Aleksander Vladimirivich Ukrainian Minister of Foreign Affairs stood up and spoke: " First of all, I feel this orgaization has much potential and will thrive. As for Australia, I don't believe it. I do not know about you, but I can tell Australia is up to no good. I think they're just backing out because of controversy. As for Polish forces, why? There is no rebel movement I know of. This was all a accident, I assure you, what we really need is help driving out those Hungarian bastards. If my recent reports are correct, we'll lose Odessa soon, the enemy is constantly moving and doing something we don't expect."
Various places, Ukraine
Battles raged on the occasional victory for Ukraine onlyfor something unexpected to happen. The Ukrainian forces weren't doing sowell in the south considering the Hungarians are just a few cities away from Odessa, while varius aerial battles and ground battles take place with much fierceness. However things are doing much better in the north west where the defenses are more organized, however in a few days or a week, they'd be pushed back to L'vov. Or so they thought.
"Even so, should not the organization that stands for freedom and democracy stand for tolerance and forgiveness? I propose we give the Australians a chance to prove their loyalty to the democratic cause. If they don't, then we can simply make them leave. There is no need to preemptively deny them any chance."
It was a cold way, and the winds of rain could be seen on the horizon over the mountains, grey clouds could be spotted here and there. Still it was warm, the sun beat down even with the torrential rains on the horizon, defiant of the incoming clouds. Yet in the city crowds of men and women were lined up against a wall at Calgary's military headquarters, everyone who declared loyalty to Tom Rans, and their families. Generals and secretaries, soldiers and tech experts, guards and civilians. A man stepped up, and behind him were 30 armed men, lined with ammunition. The man was dressed in a black uniform, and had a clean look to him, more like a business man than a soldier.
He yelled over the talk of the crowd, "Now! You wonder why your here? Don't you know very well you or someone in your family swore loyalty to Tom Rans once, now i wil give you all one chance to denounce him and join our rebellion, one chance!"
The crowd murmured and 5 men and their families stepped up and walked behind the man who spoke, the man looked at them and shook their hands. Afterwards he turned away and the armed men stepped up.
In twenty seconds the screams would be gone and nearly one hundred people would be dead. Yes the clouds were moving in faster than they ever had before, and the sun would not shine through forever.
Vancouver
Tom sat in his office, news of the horrors in Calgary spread like wild fire. He was horrified, the attack on seattle and now this? He had no way of winning this war with or without bloodshed. His enemy knocked on his door with his house divided, and their horrible friends lay only an ocean away. Tom knew he would lose this fight without appealing to someone, and so he wrote a latter to Japan.
Hello Royal Emperor Hirhito
I am sure you have heard of the attack on Seattle, but i had no part in this. For long i have been a puppet of the companies that controlled this party, but when i said enough and seized the military i was punished. The punishment was provoking the USSA to destroy my nation, the companies had the devices, and i believe they have handed them to Spain by now. Please send help to my nation, little time remains.

It has been since time immemorial that man has looked to the stars in wonder, so I ask you, how can going to them be anything but an extension of a will older than any of us? It is our very nature to discover, and to lust for knowledge, you accept this but doubt the nobility of working to the stars?
Today, Madrid felt more like a city in North America, Russia, or central Africa than the capital of prosperous Spain. The eyes of the nation were fixed on the administrative capital of the Spanish Republic. The Palatial Complex, which was basically the Royal Palace of Madrid - home of the Spanish monarchy - under a new name and with some annexations and renovations, was the source of two great columns of thick, black smoke that rose like black minarets into the ironically serene, cloudless noontime sky of Madrid. Helicopters swarmed over downtown Madrid and circled over the smoldering complex and platoons of Spanish infantry, some of which had just arrived from the war-torn nightmare of North America a few hours earlier only to find that violence had found its way back home, stormed through the tree-lined pathways Campo del Moro park while snipers took position in the babbling, flower-lined fountains of the park. From between the trees that lined the walkways, a red bolshevik flag flew flapping on the palatial complex's flagpole where the flag of the Second Spanish Republic should have been. There was no question in anyone's mind who was responsible for this lunacy, nor what fate would befall the communists inside once the Spanish army breached the complex. The communists, however, were numerous and well armed indeed. The hundreds of windows in the Palatial Complex now hid an unknowable number of sniper nests - making a direct assault impossible.
The heavy artillery would have to be brought in to breach the complex.
From the southern facades of the Palatial Complex, the defending gunmen could see a line of Spanish Musteno tanks forming just in front of the Catedral de la Almudena a few blocks to the south. Upon hearing some order from a Spanish general somewhere, the tank treads began spinning, causing the giant vehicles to turn towards the palace, turrets staring the defenders inside down. With a number of Spanish soldiers shielded behind the steel behemoths, the tanks rumbled down the Almudena Plaza toward the palace.
The soldiers inside the palace threw everything they could at the tanks rolling toward them. Sniper rounds and Great War-era antitank rifle rounds clanked and ricocheted off the think armor of the Mustenos. A few tried firing rocket launchers off the roof of the palace, but snipers hidden in the nearby parks and in the spires of the Cathedral rendered their heads into fine, red mists before any rockets could be launched at the tanks. As the column of tanks effortlessly smashed through the fence around the Palatial Complex's southern walkway, fear gripped the gunmen inside.

//Where the **** is our extraction?! We are surrounded and they have ****ing tanks coming at us!! Goddamn it, get us the **** out of here!!// The sound of machine guns reports drowned out whatever the speaker said after that.
Alfonso Sotelo turned to his television. The only thing on any given channel was live coverage of the assault on the Palacial Complex. The camera, probably recording from a window in the Almudena Cathedral, gave the world a fantastic view of the Spanish tanks and the infantry crouched down behind them and they got close enough to throw rocks at the front doors of the southern entrance of the palace.
-otelo, get us out of here you ****ing basta-......//
On the T.V., the tanks began firing on the palace's facades, knocking gigantic holes in the southern side of the complex. Spanish troops could then be seen storming into the breaches. "FUERZAS ESPANOLAS ABREN BRECHA EN EL COMPLEJO" could be seen on the bottom of the screen.
Static was all that Sotelo could hear from his headset now.
________________________________________
The dark corridors of the Palatial Complex were strewn with the dead. Office workers, politicians, aides, and the communists who had decided to take the coward's way out, lay over the floors which were still soaking wet from the sprinklers that morning. It appeared that the communists had not taken any hostages. As the Spanish soldiers carefully advanced through the ruined building, they all held out hope that they had left one very important person alive.
A squad of Spanish soldiers arrived just outside of a pair of heavy double doors - the doors to the Prime Minister's office. One of the soldiers took point, and cracked the two doors open ever so slightly - just enough for another soldier to toss in a flash grenade. Within two seconds, the sound of the bursting nonlethal grenade spurred the squad into action.
"GO GO GO!" The leader cried as two of the soldiers kicked the doors wide open and scanned the office for any signs of motion. No communists were in the room.
"ALL CLEAR!" A voice rang out, putting the soldiers at relative ease. Their attention immediately went down to the four dead laying on the floor. Three were the Prime Minister's body guards, but the bald one with the pointed, grey goatee in the white button-up shirt and black dress pants...
The Diplomat began to speak. Offended at the comments that the other diplomats had been saying about his beloved country.
"As much as the actions we performed were wrong and in bad taste and the goverment of Australia can understand the public and national outcry that has become from our actions. However I want all of the nations in this room to know that the invasion was carried out with extreme displine. No Civilians were intentionally hurt and or killed in the process. No towns or farmland or anything was destroyed during the invasion. Our choices were not wise but we tried to be humane as possible"
The Diplomat sat down. Content with his speech.

The Secretary of Scientific Development rose to the Brazilian podium.
"Hello all, now that we've worked that out, I'd like to discuss some proposals for advanced scientific development me and my colleagues had that you will likely appreciate." "The UND science department will have, as said, two sections, military and civilian, which will be able to work on a total of two projects at any given time. For civilian technology, a main goal we can probably all agree on is the development of computers. If we speed up computer technology, making it smaller and cheaper, we can institute more efficient systems and potentially put the power of computers in a size we can handle. Secondly, we think the UND ought to invest as well in a space program. We believe that with enough cooperative work in rocketry, we can launch an object into orbit, a satellite, before the end of this decade."
"As for military, we are considering working on advanced missile technology that would be able to deliver a payload to a given target potentially tens or hundreds of miles away. This program could cooperate with the space program, and share their results for a better outcome. Secondly, we have drawn up plans for a new aircraft. We realized that the majority of our nations have aircraft for air-to air combat, but we have nothing for air to ground combat except for bomber planes which are unable to defend against air well. So we would like to show you plans for a new international combination fighter-bomber aircraft."
The New English representative spoke up once more.
" This is where New England can make itself useful. As you may or may not know, our newly formed nation is unable to help militarily as of now, but we are more than able to assist when it comes to research. New England is home to many scientists and great minds. The Massachusetts Institute of Technology and the Harvard University might come to mind... " he paused, taking a sip from a glass of water. " In fact, one of the main purposes of the GNAU was to develop civilian and military technology, and eventually a Space program.. With that gone, however, New England is back at stage one. Needless to say New England would be more than willing to help with the Scientific aspect of this alliance. Perhaps our scientists can work closely with yours..? "
"Yes, indeed, New England could be of great help here. In fact, perhaps we could establish a UND scientific headquarters in New England? Every nation could send some scientists and fund some of the research there. Can I have opinions on this?"
Aleksander spoke once more: I do like this idea, and I'm certain the people of the homeland will as well. We can certainly send scientists and technology. I think we'll all benefit, as for headquarters in the New England Repuvlic, that's fine." He spoke rather calmly, like a true businessman. Also rather satisfied Karol had fallen into his lies. After all there was a rebel movment no one knew of, considering Aleksander was the head of it, and soon it'd be time to put his plans into action.
"Australia doesn't offer much in the way of research. However we can commit and resources and or manpower needed to complete your projects. including testing grounds."

IC- A Tale of Two Meetings
One for war, One for peace.

"Oh... oh God, no..."
" Ah, yes. "
