I have the mod working in 1.6.4, but while playing I'm noticing that WAY too many mobs are spawning. I have one area that's covered with more than 50 horses.
Very near to my town on my 1.6.2 server (just upgraded to 1.6.4) there was a large plain that was covered with thousands of horses.
It was AWESOME. =)
(I haven't had 1.6.4 up long enough to determine whether they'll spawn there in the same numbers on 1.6.4.)
maybe I'm missing a step....I currently can't spawn ostriches in my world as I'm stuck in 1.4.7 and I'm using the version that is a little buggy and I can't remember the number for ostrich eggs. I think that maybe your issue, you don't have the flag base on the saddle.

UPDATE: I'm actually not sure this is the problem...the console said Mo Creatures was causing the issue, but I've tested this with all the other mods individually and nothing's wrong. Does anyone know what's causing the issue? :-(

Obviously, the quotes I've listed indicate 1.6.4 functionality to a point. But, I thought I'd address it from a technical point. These files: CustomMobSpawner 2.3.0 DEV-R1.zip DrZharks MoCreatures Mod v6.0.0 DEV-R6.zip GuiAPI[0.15.7][1.6.2].jar
Are working on Minecraft 1.6.4 with Forge.

As for the uncontrolled spawning, there is supposedly a spawn cap. But, there is a debate as to whether this is a spawn cap or a per-spawn cap. I'd explain how to turn off custom spawning to control uncontrolled spawning. But, the way to get to that in game has changed. Instead, here's a video I made recently:
Dr Zhark's stuff is at 6:00. Outside of the game, the config file is still in the same spot. But, if you've loaded the world with the mod already, the only way you can de-spawn the animals is by going far enough away from that area (which may de-spawn vanilla animals as well) or temporarily remove the mod and reload the world.

I am! Is this a problem?? I've also noticed that when I use the mod without BWG4 The creatures don't spawn in the usual abundance, it's usually just a few specs of a couple dolphins, maybe a bear here and there.
When I used BWG4, only horses spawned. You have to add the BWG4 biomes to the biomes list for spawnable mobs.

As far as permission commands are concerned, you may just have to experiment. That's how I figured out the help command (which may be a good starting point for you). But, considering the fact that the three main files are now updated to work with MCPC+:

That may mean the player permissions are there, someone just needs to make a list and upload that to the Dr Zhark wiki.

spawn tick rate (found elsewhere) controls how often the game will go through the spawn list and select a critter to spawn, the higher this number the slower they spawn in

I never actually messed with the spawn settings because I was too busy trying to get the..."population explosion" under control. However, a little trick I discovered while configuring my Minecraft server is I can take the config files from my client program and stick them in the server and the server never has a problem with it. I had some ID conflict between client and server and I just solved it by overriding the server files with some client files so that they'd both match no matter where I was. So, try configuring the spawn settings in your single player game, copy those config files over to your server, and see if that works.

Oh, I've BEEN experimenting. But I've tried every permutation I can think of and can't figure out a root permission node that actually works.

try the moc kill commands to kill the animals
If you mean the /killall command, I don't see why not. That's part of Single Player Commands for anyone who didn't know (I mention this because Googling the command didn't bring up the mod).

I tamed a few and have a Mother but would like to get the darkness one but i rather have an extra mother in case.
