It's a "base" potion, much the same as an awkward potion, but with far less potential. You can mix it with a fermented spider eye to get a potion of weakness (reduces damage dealt by those affected); add gunpowder, and you can throw the result.
That's about it. Pretty much pointless, as you can also get weakness potions by just mixing fermented spider eyes with water bottles.
