This is INDEED a reference to minecraft.
First, let's disprove others...
I have thoroughly played morrowind and oblivion, as well as used their construction sets.
THERE IS NO NOTCHED PICKAXE IN MORROIND OR OBLIVION, ANYONE CLAIMING OTHERWISE IS MISINFORMED AND/OR LYING
Onto why it is indeed an easter eggs/
What easter eggs gotta be: out of place things that reference other things.
The notched pickaxe is at the top of the throat of the world, a very important mountain,
home of the greybeards among other things.
It is higher past where you would normally go, you have to look to find it.
It is embedded into some rock, near valuable ore deposits.
It is one of a kind.
It has a unique enchantment to fortify smithing and lightning on weapons.
smithing=create your own items
mineCRAFT = you craft all your own items
Bethesda is a huge fan of adding in easter eggs. they are countless.
The people who made Skyrim never sued Notch, their parent company did.
Think of it this way, George lucas won't sue someone, but lucasarts would.
Guys who made skyrim are fans of minecraft.
Notched does indeed mean different things.
But if this was a coincidence? why is it the only thing of its kind, in a out of the way place, on a special mountain, with valuable ores nearby, with an enchantment that lets you make better things.
There you all have it, overwhelming evidence as to why this IS an easter egg.
There has been absolutely no evidence to the contrary.
Just mindless people who had dead thrall cast on them and were told to go around saying "durrr herrr.... i never played morrowind or oblivion derrrr.... i read that this was in them duhhh... it must be true! i'll go around saying it durr..."
