So I have recently made a server, and the first thing I told myself was, I need permissions! So I got and get Permissions and PermissionsEx. In permissionsEx I put in all the group info. When I join the server if I say hi it will say [Owner]Dillpick34, so I know something is working, but when I place, destory, or open something it gets put back or doesnt open. Any help?

Have you tried an area that is farther away from the spawn? There is a spawn protection area that is created and will prevent alot from happening in a small area around the spawn

yes what Lord_Ralex said is a real pain because bukkit generates it but doenst let you know when you are in it, also try looking over your permissions and make sure 'build:' is set to true or if u have any plugins make sure all the nodes are there

Hope it helps :D

There is an option, i think it is thru a different plugin, that will remove this protection, because it will also tell you to get a protection plugin, like world guard. I believe Essentials has this option, to which you can set it to 0 and then use World Guard to protect it.

Also with the factions plugin you can 'claim' safezones and it will let you know when you are in one and similiarily claim warzones

World guard has a similar feature, but is not as restricting or annoying as factions. It can be set to send a farewell and greeting when you enter a certain area, and each area can be custom made with those greetings, so not every region has to follow the same format.

If you have the ModifyWorld plugin from PermissionsEx, this would do exactly what you've explained assuming you haven't given yourself/your group the permission nodes to do such things in the world. If you're having an issue with the spawn area protection that comes with the vanilla server, enter your name in the ops.txt file in the server directory. You can alternately just set the spawn protection option in server.properties to 0 if your issue is the ladder.
