You cannot repeatedly enchant a tool, but higher level enchantments have a better chance of putting multiple enchantments on your item.

that would explain why at lvl 7 and 16 my iron sword got Firebrand I.
do we yet know the level ranges at which each enchantment( and level of enchantment) can accrue?

The Symbols actualy mean something, to decode go here:

So decode, and if you don't like, you take your pick and put it again and the enchantment will change. Mr. Paulsoaresjr explains it in these 2 vids.

The current systsem is random
If you are lucky , you will get like 4 enchantments on your tool/sword/armor , if you are unlucky you will get a stupid enchantment at level I

One. It's luck based but there is a mathematical formula it follows which can adjust your chances of a desired enchantment.
And two. No. The symbols mean nothing. The words chosen are completely random. They are just for show only.
