Minecraft server FAILURE!! HELP

hello, when i start my server it just replies with this message:

[INFO] Starting minecraft server version Beta 1.8.1
[INFO] Loading properties
[INFO] Starting Minecraft server on 192.168.1.100:25565
[WARNING] **** FAILED TO BIND TO PORT!
[WARNING] The exception was: java.net.SocketException: Permission denied: listen failed
[WARNING] Perhaps a server is already running on that port?

And my Portforwarding should be perfect and everything i can host in other games and i checked it a MILLION times
there are no other servers running on this port.

Register or log in to remove.

Do these steps.

1. Press Ctrl+Alt+Delete.

2. Open Task Manager.

3. Go to processes and look for any java.exe that is running.

4. Right click on it and select close process.

5. Start the server again and it should start.

If it still dosen't work try deleting your server files and setting it up again.It might take a long time, but it usually helps too. This is optional.
