This mod adds three new ores and 4 new sets of tools.
THE ORES
The 3 new ores are(from left to right)Sapphire, Ruby, and Emerald.
Every one of the ores spawn only under level 12, which is even lower than Diamond.
They all only spawn one vein per chunk.
Emerald is the rarest, with only a maximum of 4 blocks per vein.
Sapphire and Ruby have a maximum of 6 blocks per vein.
THE GEMS
Obviously, Emerald Ore drops and Emerald Gem, Ruby Ore drops Ruby Gem, and Sapphire Ore drops Sapphire Gem.
The new gem is called Rapphald, and it is a mix of Emerald, Ruby, and Sapphire.
You craft Rapphald out of one Emerald, one Sapphire, and one Ruby, the Sapphire on top, the Emerald in the middle, and the Ruby on the bottom.
You can all make tools out of the Gems.
THE TOOLS
You can make tools out of all of the gems, including Rapphald.
All of the crafting recipes are the same as normal tools.
Sapphire:Extremely durable, but mines slowly. Durability: 6122 Speed:10F(A little bit faster than diamond) Damage: 3
Ruby:Extremely fast mining, but not as durable. Durability: 3122 Speed: 18F(Much faster than gold tools) Damage: 6
Emerald:A mix between Ruby and Sapphire. Durability: 4622 Speed:14F Damage: 4
Rapphald:A mix of the 3, times 2. O_O Durability: 10122 Speed: 18F Damage:10

This is the sort of thing I was hoping for - gems in Minecraft - after playing Terraria. After hunting outdated mods all day, I'm so glad to see a well-maintained mod that's up-to-date!
As for this specific implementation... well, rainbow stuff destroys my willing suspension of disbelief every time I see it in a mod. But as far as the rest, good start! Here's some ideas I've been toying with that you might consider adding to your mod:
Gem Blocks
Please implement gem blocks! Would love to decorate my house with different colors of blocks, instead of just Diamond.
Full Color Range
Double your gem selection and we'll have a pretty awesome set of decorative blocks. Here's the idea I've been mulling over since Terraria:
If you have Red, Green, and Blue (as you have), then you can go a step further to add the between colors of Yellow, Cyan, and Magenta. These would easily work out as Topaz, Turquoise, and Amethyst (I realize Turquoise isn't a gem so much as a stone, but it still works out and it's definitely the right color).
Then make a Gem Block for each, give the current Diamond block type to Turquoise, and make a clear block for Diamond that should act like a night-unbreakable window (ideally)... in other words, make your windows out of diamonds and you won't have so much to fear from Creepers etc.
We've already got White blocks from Iron and Black from Obsidian (well, Black-Purple at any rate)... could come up with something Brown and something Gray, or switch Iron to the Gray and add Silver for a White block.
Also, consider whether it'd be too much work to make chests of different colors. I've seen that in at least one mod (that uses different colors of wood), so I know it's at least possible. Having gem-colored chests would be pretty neat. And slabs of Gem would let us make steps and shingles.
Gem Abilities
Someone suggested Ruby armor being fireproof (swim through lava!) and Sapphire armor letting you go underwater without worrying about air... stuff like that. Maybe Emerald would have something to do with nature. Topaz being the color of sun, maybe it could glow? I'm not sure what to do with the rest. But it's something to think about.
As regards the colored tools, just personally I'd leave them all the same (or maybe have one Tier be the basic colors and the other Tier be the secondary colors, though I'm not sure which ought to be stronger or faster or what). And it's kind of weird to think of them as better than Diamond, but really they're newer than Diamond and thus cooler than Diamond, so it'd be good to have them be better in at least some way... perhaps Diamond is more durable but the others all mine faster. But anyway, if they're all functionally the same, then you get to choose which color to use, rather than have to choose based on what abilities you want. I know I'd prefer to have blue tools, but from your description I'd probably be running around with red ones, so....

My YouTube channel is currently on hiatus, but I hope to get back to it at some point. Content is fairly random, but can be enjoyable, and is mostly game footage (mostly random Minecraft clips) from my nephews and me. Most popular MC vid so far is the one Vechs laughed at on Twitter!
Don't tell me the mods stopped.....I've spend ages trying to find a mod that does what yours does.
Or maybe i installed it wrong, I've got forge and put all the files in the Minecraft.jar and Black screen!
The mod is still in Beta 1.8.1, therefore, it will not work with the latest version of minecraft.
Since this mod is more than 3 major updates old, this thread will be locked until bluj40 requests one of the moderators or administrators for it to be unlocked.
