Ok, a couple of friends and I are making an adventure map (please do not post on this topic about the map, the map has its own topic called blocks of war) and we need a software that will allow us to make animations for cutscenes (so that minecraft characters can for example bend their arms). I have found one however it requires blender and my computer isn't compatible. Does anyone know of a minecraft animation software that doesnt use blender?

There is no such program that you are looking for, but there are 3d programs.
Some are: Maya,3ds max,Cinema 4d,Blender(as you said) etc...
If you are planning on having these with the rar/zip folder that the map comes with, i am not going to say anything.
But if you are planning to put them in to minecraft it self, it is not possible.

You can find me in the "earlyplayers.txt" located inside the minecraft.jar then in the title folder.

Some map tools can export the steve model and a world to a workable 3d modeling file for use in Blender or Maya or what have you.
At that point you just add bones to the model (some map tools already add the default bones) and slap a skin on him as a texture, though you may need to break the texture up into 6 parts.
Then animate away. Should be a newbie animation guide depending on what 3D modeling software you use.
