Personally, I like the hunger bar. I think it adds a good dynamic and does not go down as fast as people thought it would. My only complaint with it is that the health regeneration is a bit slow, but at the same time, I don't really want to see it increased.
So my suggestion is to have eating food heal you if your hunger bar is full. Since it takes longer to eat and you have to stand still, it would be very difficult to do it while in combat. Another way to balance it more would be to have it heal less than it does in 1.7, maybe 1/2 or 1/4 as much, or to have it take longer to eat.
