Server privileges

I was wondering if someone could explain/show me if there was a way to give people privileges on a server.
What i want to do is make it so "guests" cant break or build anything, and people with proper privileges can. My cousin and I had are server private, but would like to let people explore it. I just don't want things getting ruined. I've been on a few servers that wouldn't let me build or break things, even ones that had that enables in specific areas. Can someone show me how to do this for the entire server?

Not possible with the original server software, you require custom server software/script.

Is there a general script or common software i can get from somewhere, i see quite a few servers using it or a variation of it.

If you look down in Mapping and Modding, there are several custom servers which have this...

To be honest i don't exactly know what I'm looking for would be called. Also, once i find it, how do i implement that into the server I'm currently running. I was browsing that section of the forums and it seems a lot of the server or what have you are written in different codes.
Another question i have is, Will we be able to keep are Server_level.dat file if i switch over to a custom server? or will we have to start from scratch?

first of all try this out:

viewtopic.php?pid=80474 - Minercpp

to set it up you just download it from sourceforge and then run the binary.
and yes, you can keep your old level, but be aware that physics it not yet implented in this!

I was just checking that out. I looked at the features it offers on his website, and it doesn't sound like it has what im looking for. The closest thing mentioned might have been that you can set rank, but he was not at all specific about what that ranks are or what they control.

First, whenever a user joins, they are set to guest's, so they can'y build!

Then lets say your freinds wanna build, then say /user  

ranks:
50 = user: can build
100 = trusted user: can build when no op is on
150 = op: can kick
200 = can: premote to op
249 = admin: can ban
250 -- 255 = server owner: can do anything XD
So, I got a surprise for you!
