They're the rarest of the types of sheep that naturally spawn, so yeah.

Yes, they are meant to spawn, but at a very low rate.
I have only ever seen 2, after playing Minecraft for nearly a year.

Anyway, more on topic. I never seen a pink sheep, but recently found out you can dye sheep with dyes.
