If anyone on your multiplayer server uses /time set to control the sun, they're breaking your redstone torches.
I'd run into a bug where circuits just spontaneously "stopped working". Asking around got me answers that mostly seemed to say "it just happens, not sure why".
So I investigated. Finally tracked down the cause of the bug, took me about an hour or so once someone pointed me towards the theory that it was related to /time set, over on GetSatisfaction.

I've known about this for a while actually, it sucks. It only seems to affect clocks for me though, and only if the time is changed while the clock is active.
