Many of you have heard of NBT edit. It's a program made by copyboy. With it, you can edit different minecraft files.
This is a tutorial on how to instantly turn on weather on a specific map, and change the amount of time it lasts!

TUTORIAL:
#1
Download NBT edit from here:
viewtopic.php?t=7868
#2
Run the exe file included in the .zip. If your not using WINRAR, extract the file before running it.
#3
You should have a screen like this:

Select file, then select open.
Navigate to your .minecraft folder, then the saves folder.

You should see a few files in the saves folder. These are map files. Open the map you would like it to rain in.

#4
Open level.dat. NOT the level.dat_old.

#5
Extend the data tab by clicking the + next to it.
You will see a few lines of text.
Double click raining.
Change the 0 to a 1, then press enter.
1 means storm is activated, 0 means it isn't.

You may also changes the values of thundertime and raintime to increase the time measure of a storm (and I'm unsure what the thunder does). I am also unsure in what time measure these are counted with. If someone would reply in the comments with the correct measure, I will add it to this. =)
#6
Save the file.

Now your done!
Go enjoy your storm!
PS: The storm is a regular storm! It will end after a certain period of time! (as shown in step #5) You just triggered it to start! Once it ends, if you want a storm, you will need to do this again! (Without step #1, of course, if you didn't delete NBT edit. :Diamond:)

Thanks to my friend jaubshark for showing me how to do this. I have just explained this in much more detail while making it clearer with this tutorial, and I added 1 or 2 things he didn't tell me. However,i f I would had known about the program NBT edit, I would had figured it out by myself before he would had told me. :Diamond:

That's pretty neat. This would be really good for Minecraft machinima.
Cirno is the str⑨ngest.

Is there a way to stop snow in an "snow biome"?

what was once a glorious beach-town, after days of shoveling and removing of ice,
has since 1.5 come to an halt - since snowing will make all the sea re-freeeze again and again =/

I need to either hack/change the area to be a forest-biome,
or somehow disable snow on my server/that area.

You may need to change the boime.... Or maybe notch will implement something in the future that will control this... or a bukkit plugin? =D

Yeah, bukkit plugin would probably be somewhat of a solution if it appears, or i take the time to look the bukkit-api up myself. Though i prefer native things to mods, atleast until the promised native mod-api :GoldBar:
Will have to see.
Minecraft is too realistic, now i get how people in antarctica feel, or something - though they didn't start without the snow i bet :)
