This thread will no longer be updated due to 1.1 implementing official support for language packs. I like to think that this thread helped to make this happen.

Well I saw a lot of these popping up on the mods list and to save people trawling the forums for them due to the broken search, here are links to the threads for language packs for Minecraft. To suggest a language, post here, to have your language pack included here, post here. To have your language pack removed from this list, also post here. :)

Note: I am not the creator of any of these language packs or mods, nor do I have any ownership of them. They are all subject to the owner's individual licensing, which can be found at the below links. I have not checked these packs for viruses in any way, and you download them at your own risk. I do not take any responsibility for broken saves or any other form of technical failure as a result of using these packs.

Translation Mods
Complete Translation Mod by FIX94 [Beta 1.8.1]
Allows translation of text not usually found in the default language files. Find the full list in the thread.
Language Extension Mod by zeeksphere [Beta 1.7.2]

Instructions for Installation of a basic Language Pack in 10 Easy Steps :D

Be aware that some packs may have special installation instructions due to added features, this is just the installation instructions for the most simple of packs.

Windows

1. Close Minecraft
2. Hold Windows-button and press R
3. type %appdata%
4. go to .minecraft folder
5. go to bin folder
6. Open minecraft.jar with WinRAR
7. Delete the META-INF folder
8. Go to the lang folder
9. Drag and drop the files you have downloaded in there (2 .lang files)
10. Close WinRAR and run Minecraft, now in the language of your choice. :)

Mac
1. Close Minecraft
2. Go to "library"
3. "Application Support"
4. "minecraft"
5. "bin"
6. Then open "minecraft.jar" with "Archive Utility", rename the "minecraft.jar" to something else
7. Delete The META-INF Folder
8. Go to the lang folder
9. Drag and drop the files you downloaded (2 .lang files)
10. Go back to the "bin" folder and rename the new "minecraft" folder to "minecraft.jar"
11. Exit and play Minecraft! :)

Linux

1. Close Minecraft
2. Open places, Click on Computer, Go to file system..
3. Open up Home, USERNAME, Press CTRL+H
4. Scroll down a bit, Open up the .minecraft folder
5. Go into the bin folder
6. Open up minecraft.jar with 7zip or another archiving program.
7. Delete the META-INF folder in it, If not done already
8. Go to the lang folder
9. Drop the Files you have downloaded into that folder
10. Close 7zip, Run Minecraft :)

Tutorial to making Language Packs:
Locate minecraft.jar and unzip it with WinRAR. Go to the folder 'lang'. Inside you will find two files. Open these in a text editor of your choice, I suggest PSPad for Windows or TextWrangler for Macs to prevent incompatibilities between OS. Download links for these are located at the bottom of the thread.

You should now see something like this:

Edit the text after the equals sign to the language of your choice, for example, if I was creating a German language pack I would replace 'Done' with 'Fertig'.

However, Minecraft only accepts certain characters, these are shown below. If your pack contains characters outside this selection, you will have to follow the tutorial also found below until a modder makes an easier way to do it :Zombie:

Tutorial to typing custom characters

also guys do remember that minecraft only understands UTF-8 so some of the langs arent going toy work thats why my users get black screens

They will probably require modifications to font.png :/ good luck anyone who tries to include that in their language pack, it would be useful for a lot of people!

Thanks for everyone's continued support, I have added Estonian and also a 'Looking for Inspiration' section showing language packs that have not yet been made.
