The first circuit you discuss I've been calling categorically (perhaps unimaginatively) a "1-detector". Preceeded by a subtraction comparator it can be used to detect any specific signal strength (by subtracting a fixed signal strength) or check for signal strength equality (as you did). I've only been using 1-wide versions so far, but I've added this one to my collection. Unlike the ones I've been using before, this has the advantage that all its signal strength transitions occur with the same circuit delay.

Check me, but it seems like you can do it smaller with subtraction (flat for clarity):
The only thing bugging me about both of these is that they don't turn on when all the inputs are off -- which is also a case where all inputs are equal. Technically, it's easy to fix -- just put some dust on those first blocks and repeat them all to a second output torch -- but it's not as elegant anymore.
In the video i show a compact two input design as well as a multi-input design.
