pick out a gif you like, then save it to your computer, make sure it says GIF File as you save it
then upload it on the internet in order to get the url link of the picture. you can post it to http://postimage.org/ or another image hosting site
then copy the url link, then when you want to put it on a website like a forum, just paste the link.
Or you could even just copy and paste the actual picture it self once its on the internet from the image hosting site.
Edit: you can just click on the gif on giphy.com, and it will make the picture bigger, and then you can just copy it from there

Idk if you saved it to your computer, and its saved as a GIF File, and its 200x200 or larger, then you should be able to change profile picture, select a pic from your computer, and select the gif. otherwise if thats not workin then i haz no clue

Try using .GIF's of different sizes. I'm not sure what the required dimensions are, but if the forum has to resize the image, it may not include the animation aspect. So try using one that's the right size already, so it doesn't have to be resized.

To be able to use a gif, resize it so its width is 150 pixels or less. Should fix the problem.
