I can't be bothered going through the effort to link all the topics that have discussed this but I am 87% sure that this same question as been asked numerous times with the same answer.
Mods will not be coming to Xbox versions of Minecraft, from memory it has something to do with not allowing players into the back end of the game to mess with the codes.
It's something like that anyway I'm sure but don't quote me because I could be way off.
Mods, officially, are never coming. Modding a game console is almost always against the terms and conditions of the company who produces it, and Microsoft is no different with the Xbox. I think what happened is that you were watching videos of Minecraft mods on PC and you want to have that in your console version. This itself is not a mod; if 4j adds it, either as a feature in an update or DLC, it would be just that: an update or DLC.
As for that, we have no idea. We won't have any idea until 4j Studios says something about it. My honest opinion on the matter is that our Mash-up Packs are somewhat of a precursor to the content one would expect from a Minecraft PC mod. But until 4j themselves announce it, no one really has any idea.

You could download it and maybe have the option to turn whatever it is on or off in the menu. That sounds feasible to me.
4J will likely make add on DLC but I extremely doubt they'll be free. If skins aren't free then stuff that adds large amounts of content (outside of the updates that follow the PC) won't be free.

Mods are, by definition written by the general public. Microsoft (and other console makers) only allow authorized companies to write programs for their consoles. It is part of how their console security and "hacking" the console is obviously against the terms of service. Mods exist on the PC version because Mojang opted to allow "amateurs" to program elements for the game and way back when brought in a "modding agreement" that modders entered into with Mojang in which the modders agreed, among other things, not to sell their mods, but instead give them away for free. That doesn't mean that the modders don't made money from their mods... it's just done through the other advertising that their websites attract because the mod generates traffic to the site.
While Microsoft has softened the rules a bit to allow more independent developers to write games for the Xbox One, I sincerely doubt they will ever make the leap towards making the consoles an Open Source environment and allowing free modding of games on their consoles. If a person wants to participate in an Open Source project and write or use mods on a game, they should, IMO, invest in a good gaming PC and play on the PC. It's not a bad thing that people who don't want to have the other security worries an Open Source environment brings have an option to play on a console instead. The two environments being different are a benefit that enables a wider public to be served.
As an authorized developer, 4J can write DLC for Minecraft and have already written some... and well as programmed some unique features into the console version. They do have to abide by copyrights... so, unless they can get permission to reprogram an existing mod from that mod maker(s), they cannot just port them onto the console. They also have to respect whatever terms are in their porting agreement with Mojang (who owns the copyrights for Minecraft itself).
Officially speaking (Microsoft/4J allowed us), no. Modding isn't possible and most likely will NEVER be.
Unofficially speaking (Hacking the Xbox), yes it is possible.
Technically speaking (Unknown Glitches or Technology issues), maybe... I mean, we can get customs (basically mods) for Rock Band 3 without hacking the console just because Rock Band 3 loaded both LIVE and CON files as DLCs... At least until TU5 was released and changed this to only LIVE files...
So basically I'm saying... If Minecraft actually does work in a similar way which it will read CON files as DLCs, then modding is fully possible to a point. But I highly doubt it.
Note: To know the difference. LIVE files are the ones you download and are connected with your Xbox Live account. You need to be on the specific console or logged in to use these files. Cause of this, having a modded LIVE file will never work cause your Xbox Live account never downloaded it in the first place... CONs however are the offline files which are made automatically by playing a game... Normally "settings files", saved games, and installed game (from disc) are CON files. They are NOT Xbox Live specific and are loadable by ANYBODY... Though at times they can have an extra code to mark them an owner but if there are no owner (00000000 will make one have no owner) then it can be loaded by EVERYBODY on the console, no matter what...

That is not true. You can and likely will always be able to take advantage of anything on the MCXB backend. Plus mods allowing world sharing will always exist.

So microsoft is being all over modding because accounts can get hacked and personal information blah blah blah.

Bad: Causing frustration to other players and the system being packed with nasty things such as viruses and other nasty things

If Microsoft thought that all forms of modding were evil... there would be no room for open source environments on the PC, since the PC is also a Microsoft product. There is often a lot of complexity to working with a variety of mods in games, so keeping a system more limited keeps it everything simpler (for a younger crowd) and less expensive (as far as hardware and O/S goes). Between the two... both gaming markets can be served. The major issue is that modding fans seem to want the mods without having to pay the price for the hardware than can support them (That is, the most common reason they seem to give as to why they are playing Minecraft on the Xbox and not on the PC is that they cannot afford a PC that is adequate to run the game on.)

Let people upload their own skins,maps,textures and whatnot. Its not that big of a deal. It's cool to see people able to share their creations. I know that microsoft and 4jstudios are worried about using copyrighted characters but, here's the deal.. the skins made are by the people who use them or open community they aren't licensed to companies.

Since when are mods on the PC just about skins? Just because you say something isn't specifically licensed doesn't mean that it isn't covered by copyrights. In many jurisdictions in the world, a created work is automatically copywrited to the creator the moment it is put in a tangible form. I think 4J and Microsoft are best advised to listen to their legal advisors on such matters rather than random kids on the internet, don't you?

It's on the PC because Mojang drew up an online modding agreement for modders to agree to and, by virtue of that agreement, allows people to modify it's game on the PC. That agreement, however, does not extend to the Xbox. Also in that agreement, Mojang indicates that the modders who write the mods continue to hold the ownership rights to those mods (in short, the modders who wrote the mods hold the copyrights to those mods). The agreement does not give Mojang the right to allow 4J to copy those mods onto the Xbox, so in order to do so, 4J would have to obtain permission from the mod owners to copy them for use on the Xbox. PC devs that allow modding of their game can obscond themselves from such legal issues. The offended party would have to track down the numerous offenders and file C&D letters to each of them. Its a headache many of them dont want to deal with (assuming the copyrighted material isnt being used under the Fair Use clause to begin with).
