You need to mod and use a plugin to assign the groups/users with the allowed functions.

PermissionsEx is a great permissions plugin.

I would reccomend GroupManager. It's realativly easy to configure, and prefixes and such are a breeze. I believe WoopaGaming has a tutorial on how to use it; watch it. It's invaluable when using the plugin. It takes little time, and it's incredibly user friendly.

I use PermissionsEX and PEXChat on my server, it takes some time to get the hang of, and i suggest doing it in game with /pex (permissions.* is the node for this) this way you dont need to worry about format until you get used to it.

Not to point out the obvious here, but we're assuming you're using craftbukkit. If you're using the default minecraft server, to put it simply, you can't make ranks.

To create 'Ranks' on a server you need the following
  • Latest Bukkit
  • ChatManager of some kind
  • Permissions plugin (Preferably Permissionex)
There are plenty of tutorials on Youtube.

Use PEX, best permission plugin I've used. Takes a bit of time to learn, but is worth it in the end.

I would recommend GroupManager.  Download is on the essentials BukkitDev page.  It has great and easy commands, also pre-created groups.
This is a bukkit plugin so it will need CraftBukkit.  If you need more help then just PM me.
