Might be simpler to make it work like the powered minecart, right click with a piece of coal which adds X to the "fuel" variable. The variable is decremented whenever the player is ascending, but let them turn for free.
Just some suggestions though, it's your mod. If you can't tell, I like to try to keep everything consistent with how minecraft always works.

At first, in version 0.01, I actually had the spacebar-slowly descend mechanism to control the balloon. This was however not the way the suggestion on the forum I used as a reference to what it was ultimately going to be said it would be controlled like. I like it to be floating as long as you have fuel, that's more convenient.
And I don't think the powered minecraft system for fuel is not a good idea for the hot air balloons, because they need A LOT OF COAL. Really, right now, it will fly 7.5 seconds on one coal. That's why the auto-fuel method is a better idea.
