1. Install SMP commands
2. Cut your server world
3. Paste it into the .minecraft/saves folder
4. Run minecraft and select it
5. Do /spawn (mob) (amount)
6. Exit minecraft
7. Cut the world from the saves folder
8. Paste it to the server folder
9. PROFIT!

I saw something useful earlier, I think it said like:

/spawn creeper 50

Where 50 is the amount you want to spawn. You might want to use the actual name of the mob found in minecraft.jar, too.

That's for SINGLE player commands.

OK, I got solution, but if its a Vanilla server then no idea.
But if you are using hmod (hey0) or Canary(hey0 alternative after 1.4_1 update) here is a command
/spawnmob [name]
where the name has to be first letter capital and the amount is optional but remember about lag you will get after spawning so don't put too big number there.
no idea if this works for Bukkit server as well ;(

Mob List, or at least all I can remember of top of my head:
Pig,
Wolf,
Cow,
etc.

ok not sure if trolling but essentials lets a server do this... or if this topic is just outdated... also timed spawning is spawner blocks all of this can be done. Heck with a different plugin you can set powertool to spawnmob (name) (amt)... I think that plugin is either essentials or worldguard. But maybe I'm missing what you're saying?

Just change ur gamemode to creative /gamemode [player name] 1      1 is the gamemode, 0 survival 1 is creative. Go grab spawn eggs. No mods required
