Hello i would like to humbly ask the texture making community to make a white lightning enchant glint texture or something close if white is undoable i am also open to blue. I only ask this because i havent found out how to do it myself

It's not something that can be done in vanilla since the game applies a hard-coded color overlay to enchanted items. The only thing you can do is apply a color to /misc/enchanted_item_glint.png it to skew it more towards the color of your choosing. For example, if you want blue you can give that image a cyan hue.
Unfortunately, it's slightly random so you can't even fully cancel it with the proper shade of green.
MCPatcher also has a feature that allows you more control of the enchantment glints if you're using that mod. Check out the MCPatcher thread (it's pinned at the top of the Texture and Resource Packs forum) for more details.
Also, I don't think 'lightning' would be possible, given how the glint is scrolled across the item. If you really wanted a white lightning effect, you could use CIT (an MCPatcher feature) and add an enchant overlay texture with 0 scrolling speed, then use Custom Animations (also and MCPatcher feature) to place an arcing lightning animation on the stationary glint texture... but that's a bit too complicated, and would require a nice-looking HD lightning texture as well.
