It looks like you may have cut off the last 2 brackets when you copied it. I generated the command from that webpage link and tested it out on a test server where I'm struggling with fireworks. You have 4 brackets at the end, but there are 6 in the original command so maybe it was cut off when you copy/pasted it?
Also, I might have misunderstood what you were trying to spawn. Are you trying to spawn a Zombie with an enchanted diamond sword and a enchanted gold helmet? If not, then that may change the command I posted.

The /effect command does not support dataTags. You will instead have to use either /testfor or /scoreboard, though more likely /scoreboard as you'd be able to target the matching player afterwards:
/scoreboard players [set|add|remove] [player] [objective] [value] {dataTags}
/scoreboard players set @a OBJECTIVE 1 {Inventory:[{tag:{display:{Name:"Staff Of Leaping"}}}]}
The /effect command does not support dataTags. You will instead have to use either /testfor or /scoreboard, though more likely /scoreboard as you'd be able to target the matching player afterwards:

UUIDLeast and UUIDMost can literally be ANYTHING as long as they're unique. Basically just let your fingers hammer the number pad (But they can only be about 20 digits long, so don't make them too long).

Concerning the "lvl" tag: the maximum is 32,767 instead of 127, as it has a tag-type of "short" and not "byte". On the wiki, all tags have their tag-type indicated before the tag name, and you can find the minimum and maximums here: http://minecraft.gamepedia.com/NBT_format

You'll be thinking of potions, yes. Although a tidbit about that: the range that amplifiers worked used to be 0 to 127, while the "byte" tag can go from -128 to 127. Dinnerbone had changed it so if negative amplifiers are used, the effects are increased even further (starting at -128 for amplifier 128, and -1 for amplifier 255).
Zombies don't burn from sunlight if they're wearing something on their head, so you could put a helmet on them or if you don't want them wearing a helmet, you could put a stick or similar useless item on their head (Use DropChances like below to ensure the item is not dropped on death).
