Because it makes it to easy to get wither skulls. I am aware that I could just not use it, but this is for a pack I'm putting together. If you don't want to then its fine I'll figure something out.

Well it would mainly use existing textures, the base is a vanilla chest with the crossed swords also being straight from vanilla. The only thing to do is make the chest obviously unique. Adding red along the edges, around the latch and on the bottom edge of the lid shouldnt be to hard. Thanks on the ender scythe change.
How does the beheading modifier from Tinkers Construct and/or looting effect the chance of the new heads in this mod dropping? Does beheading and luck(looting) stack to increase chance of head drops? Also have you considered a beheading enchant?

None of those affect the chance of head dropping.

Beheading not as in guaranteed head drop put increased it to say 50/50.
Since you add EMC values for all your mobs heads, can you do it for the vanilla ones too? They don't have one, while yours do, which is weird
