2) get the installer.
3) run the installer
4) select install server and pick the dir for the server
bobs your uncle and you now have forge installed on your 1.6.x server.

now if you just wish to run a forge server. get a vanilla server set up. then run the installer jar. just run it like you would an exe, do not extract it just point it to dir. that the server is installed in. it will tell you that it was installed. then to add mods just put them into the mod folder that is now in the server folder.
if you need any more help just ask.

Most likely, you are running the wrong jar file. You need to make a batch file like the following:
@echo off java -Dfml.ignoreInvalidMinecraftCertificates=true -Dfml.ignorePatchDiscrepancies=true -jar [minecraftforge jar name].jar nogui PAUSE
The [minecraftforge jar name] needs to be replaced with what your forge jar says. For example, mine is: minecraftforge-universal-1.6.2-184.108.40.2067.jar, so my batch file needs to be:
@echo off java -Dfml.ignoreInvalidMinecraftCertificates=true -Dfml.ignorePatchDiscrepancies=true -jar minecraftforge-universal-1.6.2-220.127.116.117.jar nogui PAUSE
Keep in mind that the line after @echo off must be on a SINGLE line. It isn't in the code block because it ran out of room.
Hope this helps

If you are on windows, can you go into the command prompt and type:
tree [server directory]
after running the minecraft forge installer, and post a picture of the results?
If you are on a different os, please specify.
