How do you make adventure maps?

Let's say I wanted to make a city for an adventure map. Would I have to make a new multiplayer world, get all the resources and build the city, then upload the world file? Or is there a way to get unlimited blocks etc. and be able to quickly craft a world? I'm confused.

use inv_edit (to get your items) and mcedit(to get to high spots and clear chucks and chage spawn) BUT BEWARE OF

I also recommend using Single Player Commands and zombe's modpack in addition to Too Many Items(link above). Single Player Commands can let you keep it day, get items via command, noclip, and other things. zombe's modpack gives you flight, classic building mode and other great tools.

For one, open up notepad and start jolting down ideas for a story, what elements you want in the map, places the player will go and link it all up with a nice story.
Then you can either use a map generator like WorldPainter to make the landscape, or a nice seed and start there.
Use mods like SinglePlayerCommands(SPC) and it's WorldEdit plugin plus ToManyItems to help build out the world. SPC will also let you change the spawn point around.
While MCedit is nice, it's not for everyone and SPC can do nearly everything it can but in game.

Too many items allows you to get any item or block, making it batter then creative mode. With the most recent Release, it also allows you to change the time, turn rain/snow on/off, and you can use it to switch between Creative and survival.
Single player commands is good for world edit, and for other world-altering affects, such as atlantis, which simulates zero-gravity.
Spawner GuI is used for changing mob spawners
MCedit is useful if you know how to use it, but I find Worldedit better. However, you can use Mcedit to move the player's
spawn point.
A map is also handy. If you are just making a dungeon map, and not an exploration map (Like Proffesor Grizwald) You could use a flatmap. These are also handy for cities.
Try not to use any mods that add new things to the terrain generator, such as Minerraria, Millinare, and Buildcraft

The name of it. so far ive got two names.
The SAMMY which is short for a Special Adventure Map Made 4 the Yogscast.
The other name is The creeper's secret.
