(listed in matters of importance)

Group Manager plug-in (setting permissions and ranks etc.)

Not interested in rank, but If your hosting on Bukkit I recommend using PermissionsEX (PEX) for the permissions and ranks plugin; It may take you a little bit of trial and error to learn its code syntax but it works quit well, I use it on most of my servers.
And (if sk89q's updated them) get WorldGuard and CommandHelper; these work great for defining regions and if your interested in some down and dirty coding you can do pretty much anything with CommandHelper (like spleef and mob/ player arenas). But you might have to go and find a nightly build of these; I think the last stable release of them was in like 1.3...

If your hosting on vanilla MC then, well... You could install Forge on your server and use this. You can run forge server without having people to install forge to their client, but it's buggy. This is usually only useful if your running heavily modded servers like FTB.

EDIT: A good idea is to get CommandBook or Essentials (your choice, I like the prior); these are very good for semi to large servers, they add extra commands like making spawning items easier and player-to-player messaging.
And WorldEdit is useful (and is a must-have for large servers) for large build projects of all kinds.
Quote my post if you expect a reply, thanks.

Thanks for your help and suggestions I appreciate it, however I would prefer someone physically helping me, either way thanks :)
