This has probably been asked, but I searched for it and could not find an answer.

I have found around 20 monster spawners on my map and have not gotten a single CD yet. I know you can get them by having a skeleton kill a creeper, but is that the only way?

Chests or skeleton killing a creeper.  those are the only ways.

but you can do the latter easier by almost killing the creeper, then getting a skeleton to shoot it by walking the creeper around (have a buddy)

Make one of those platform mob grinders where they fall and its base its perfect height to where only one hit will kill them. .. then circle around what is now the enclosed "drop platform" with lets say glass.. then jump with a creeper in between you and a skeleton and BAM! record.. I have more records than I know what to do with.. You can add me GT OverlookeD EnT and I can show you mine. It's rather simple and it works perfectly.

What chests though? Like I said I have found a ton of monster spawners and haven't gotten any. I've also found 3 mineshafts with a bunch of chests and not a single RECORD.

The chests from dungeons. I guess your just getting unlucky with finding them. There are some pretty easy ways to get a skeleton to kill a creeper. Look it up on youtube

Either get him in between you and a skeleton and let the skeleton kill him, or find them in dungeons.

And Music Disks "Cat" and "13" are the only dungeon disks, which have an 8% chance of being in a Dungeon Chest.
The others can be obtained exclusively (in survival) by having a Creeper slain by a Skele.
I suggest chucking a Poison II potion at said Creepers. That seems to weaken them quite well.

There are a few videos on youtube showing how to build a mob farm that uses canals to move creepers and skeletons (and also zombies, but no spiders or endermen) to a small holding area where they can see but not harm you. The delivery system usually involves a large drop so that the mobs are almost dead, which means that when the skeletons try to shoot you and hit other mobs instead, they die right away and you can easily collect whatever they dropped. In case of creepers, that's the records you're after.

that bit about cat and 13 is new to me...thanks.  and if your feeling lucky, a potion of strength to the skeleton.

Though honestly at this point your going to be running around with creepers and getting shot at by skeletons.  I strongly recomend enchanting some armor and hoping for some projectile protection.  or exposion protection.

if you look around youtube there is a very easy to build trap that can be made in any version of minecraft and makes collecting music discs super easy. During the last patch I had at least three legit copies of each disc inside of like 2 evenings of play. I will try to explain but looking for the youtube video would probably be better.

You will need 6 pistons, 2 pressure plates, some blocks and a few pieces of fence. build a wall one block hight and three long. put a post on each end a build a roof that extends at least one block over each side of the wall. It makes kind of a little window. next to the window on each side you will need a pressure plate with a piece of redstone under the block. Place pistons facing up with blocks on top of them one the three open sides of the pressure plate. If you have done it right then stepping on the pressure plate will raise the pistons and trap you against the wall. Do the same thing to the other side. wait till dark. drag a skeleton back and get him trapped in one side. Now for the rest of the night keep trapping creepers in the other side, make sure the skele is aggro on you and stand behind the creeper till he dies. rinse, repeat. It really helps to have someone standing at the trap so the skeleton doesnt despawn while you are out looking for creepers. I know it is possible for the creeper to not drop a music disc when killed by a skeleton but using this method to collect over 4 dozen discs I can say I never saw one fail to drop.
