No, it does make sense. I could have the exact same system, with the exact same programmes, with the exact same drivers, and it may still not work as well on my system.

If you had the EXACT same thing. Same drivers, programs, error issues, date of build, date of parts built, etc. I'm sure that if they weren't identical FPS, it's be ~3FPS difference.

Its not good because when my CPU is hitting 20% watching a video and laggy from other programs.
I never had this problem till i formatted my HD and re installed windows 7.

Well you're kinda screwed because this is just one of those problems where the person needs to be there to properly assess the situation.  It's just too difficult to tell what's going on over the internet.

The last time i had a pc looked at by a tech they wanted £35 for installing driver's. I don't know what they would charge for this.

So they'd both be exactly the same FPS? Doubt it.

I meant literally everything though. Like, it's impossible, but literally everything - including model number, so - aka my argument is invalid.

I could always do a join.me or teamviwer if anyone would look. needs to be trusted tho

or i can test the hardware in a way you say and post results
