That's been there for awhile now. It's a unused villager texture.

It's in the mobs folder, titled villager but not in the villager sub-folder.

Weird, never noticed it until I went to update my custom texture pack to include fireworks.

It has been in there for awhile. You can use it as a skin for a villager.
