My Minecraft server was working until one time in October I went into the multiplayer section and it said exactly this after a while of polling:
Can't reach server
When I go into it after a while it says:
Failed to connect to the server
Connection timed out: connect
I've literally made the server all over again several times, the port fowarding, redownloaded everything, etc. I do not log in with Hamachi. My friend can't get in either. I've checked that the IP is correct and it is. I've done this so many times that my IP is stuck in my head like a catchy song.
Please help.

Did you fill in an IP in the server.properties file? If you did, remove it.
