Under Steam > Settings > Downloads and cloud there is region and something asking your speed. The region is important but the speed isn't really. I have mine on >2M for some reason even though I don't get >2M. I never notice any difference though.

Okay I'll see if I can get it faster.

I had to restart Steam and get rid of the 6% ( wow thats a lot ) that I had so I hope it is worth it.

It shouldn't really delete the 6%. I don't know.

Here's a HUGE tip for you. If you have cloud synchronisation enabled, and you get told that the save files on your machine are different to the ones on the cloud, do not download from the cloud. Always upload, unless you're gaming on different systems. I lost 3 hours of Deus Ex progress downloading old save data from the cloud.
