Step 2: Download the desired texture packs.
Step 3: Go to your PocketTool.
Step 4: Tap the "Install Downloaded Content Button".
Step 5: Click "Textures" and then LONG TAP the name of your texture pack. The option "Install" should show up. Tap the option.
Step 6: Go back to the menu of the application. Then tap on "Change Texture/Skin"
Step 7: Tap "Textures" and LONG TAP the name of the texture pack. The option "Use" should show up.
Step 8: At the bottom of your phone, there should be a more options symbols. (Represented by 4 lines for Xperia Ray) Tap the symbol. 3 options will show up. One of the options reads "Apply Changes". Tap on that option.
Step 9: The option of Uninstalling Minecraft Pocket Edition should show up. Uninstall the application. Then it will show an Install Minecraft Pocket Edition option. Install Minecraft. (It is not deleting and re-buying the application. It is simply taking your application into it's database and installing the texture pack, so don't worry)
Step 10: It should say Application Installed. Then the most important step is to enjoy your texture pack.

I have looked into your problem. Now, there can be three problems. One problem is that you have a problem with the application. If you did not buy this application but instead downloaded it from 4 shared or other such websites and hence it is not able to install the texture pack. The second problem could be that the texture pack you downloaded could be outdated. Thirdly, there is some sort of bug in your application. But do not have fear, there are solutions to your predicament.
First Solution: Uninstall "PocketTool" and install it again. Then repeat the steps I presented.
Second Solution: Re-download the texture pack and install it again.
Third Solution :Download a different texture pack and then do the given process.

The only reason that you may be asked to pay again is that you were refunded for the game. This happened to my Girlfriend, she had just got Misa installed on her MCPE and then a new version came out. We backed up using astro (it was working back then) and installed the textures. Because she uninstalled the game within 5 days of purchase, she was auto-matically refunded and we were very confused when she came to update to 0.5.0 and found she had to pay again. We traced the app history in the Play store account control panel and saw that it was refunded.
This may not have happended to you, but if it does try to charge you check your purchase history.
You should never pay for an app twice, but you may have had an auto refund. When you install the version with textures, it is altered and so not from the play store so does not register in the same way.
In any case, the current version of Misa's texturepack for pocket is MCPE-0.5.0-R4
1. DL the zip to your phone,
2. use Pocket tool > install downloaded content > textures > textures tab > MCPE-0.5.0-R4.zip (long press) then tap "install"
go back to main menu, do not quit.
3. use Pocket tool > toolkit > textures > textures tab > MCPE-0.5.0-R4 "(ong press) then tap "use"
go back to toolkit, do not quit.
4. tap the menu button, and tap " apply changes "
(this is device specific, sometimes this is on your screen, sometime it is a button below the screen)
refer to the video above if you are stuck
5. If you see the app try to uninstall, let it and also allow it to install MCPE again.
Now you are all up and running.
Please tell me your device and i can maybe help further.
also try a 16x texture pack like this one by xXiNightXx, to see if it is just that your device can't handle the 64x resolution of the Misa pack.

Well sometimes .zip or .rar files change to .bin when downloaded in my device, I rename 'em to .rar or .zip n' sometimes it fix the problem, if not then I download 'em on my comp.

This thread deal with Android. The iOS thread is pinned above the main Texturepacks forum. If you have iOS 6 you may not be able to do this.
downloading using the Phone should put the files in the right place for Pocket Tool. IF you DL with your PC, copy the .zip to your Devices Downloads Folder using a memory stick or data cable.
