In the case of the mods used in both packs you WILL have a lot to learn. However reading the official wiki of each individual mod is usually the best thing to do.
Looking up Direwolf20's mod tutorials on youtube is also a great way to learn. His videos are very helpful and informative (you should look up the oldest video of each mod, because when he does second or third videos ect. of the same mod they are showing updated features. You should watch all of them for the most understanding))
It WILL be a lot to learn at the beginning, but eventually you will learn you how to use the mods.
And if you do decide to use tekkit the Technic pack forums are not a good place to be. The admins are usually jerks, more making fun of people who are new to the modpack more than helping them.
EDIT: On the account of legality both ones are safe to use either way, but Technic did just decided to download the mods and throw them together without the mod owners permission. FTB actually even has a private server they play on with the mod makers, and a thread that shows they have the mod maker's permissions. (the server can be sen on Direwolf20's SMP lets play season 3)
EDIT 2: and for those of you who dislike tech mods you should know the the point of them is industrializing your game. The point of getting new items to craft new items that are in fact NOT useless is the point a tech mod.
Buildcraft: make items that make building and sorting easier
IndustrialCraft: Maker items that improve your gameplay, such as machines to help with mining and other activites and better tools and armour.
Forestry: make farming a task that you can let a complicated machine do the work for you in order to help you get farther in Buildcraft and other tech mods
Railcraft: Improve the railway system dramatically, making track that lets carts do all sorts of new stuff
Steve's carts: Makes many new carts that improve gameplay and can even automate simple tasks such as mining and basic farming.
And that's just some of the stuff these mods can do. And don't worry about them being Over Powered. There is plenty of balance between the mods and there is much difficulty getting he best stuff.

And as superandy said you should probably download FTB since it's 1.4.2 instead of 1.2.5(Tekkit), and since they've got permission to all mods.

I strongly recommend installing mods yourselves, as it's both considerably less shady and lets you use what mods you want without limits. Failing that I recommend using the FTB launcher as the mod authors fully support it (and are good friends with the people behind it at that!)

Tekkit is still 1.2.5 because their modded server relies on bukkitcraft. Forge+bukkit is not available for 1.4+ You can expect them to update when more server side forgemods will release with the much needed plugins functionality (not meaning the plugin called Essentials, although thats a good start in functionality:p )
Still, Tekkit/Technic 1.2.5 is a lot of fun for the people who like the more techy mods and can't be bothered with figuring out how to install mods. The FTB modpack is one to check for 1.4+ though.
As for permissions, meh, I am not a lawyer specialised in copyright. But yeah, it would've been nice if they asked for permission to use the mods.
