I need this thing (I can't remember the official name for it) condensed in any way possible. I have tried multiple times to no avail. I need to keep the delays it currently has, however.

What you have is a timer, and there really is no way to condense it. You can try stacking it, but you can't really condense a repeaters all that much. As far as I know. I'll look into it though.
edit:
Just realized, the bottom design is an ABBA switch. and then I realized you need a super extended ABBA...
so I made this...condensed it as best I can with my own redstone knowledge being a bit limited, hope it helps.
