PermissionsEx trouble: please help

When i start up my server, the console keeps displaying that PermissionsEx is not enabled, the console is not accepting the permissions file because it thinks the permissions file is not a valid YAMl, and i also saw some weird java messages. Please help if possible

Do you have Essentials in your server?Because apparentely these two are incompatible,at least in my server.If you wanna stay with PermissionsEx,them get Command Book,or if you wana stay with Essentials,them get bPermissions.
