I'm not a programmer, I don't know how to code maps. What I can do is administrate a server and have a love for desert survival. I need a good map, though, and all the primordials are out of date.
I don't know how I can go about getting a decent one, so I'm actually offering to pay someone to help me create one about 300x300 chunks or larger.

The things that I am looking for in the map are:

A constant layer of sand>gravel>cobblestone.
Ores should be rare but have a technique to finding.
Different areas, some flat desert, others large dunes.
Mountains, volcanoes, quarries, caves.
Oasis spread out at random locations.
Cacti and dead bushes set throughout the sand on the map.
Villages made out of sandstone.
Small and large rivers and lakes through the desert.
Some small, or large dungeons that have loot.

If anyone can help me to get a map like this, please noting that I am not interested in the basic primordial although that is the generator that these ideas are based off of, I would be more than happy to pay you a significant amount for creating it, or at least helping me to create it.

Hey, a humble suggestion: try learning Terrain Control for bukkit. It seems complicated when you first get started using it but after getting your feet wet you'll progress quickly and you'll soon have the kind of map you desire. Terrain Control can make almost anything. I made one map pretty similar to what you're describing (but not quite) for my server (link in sig) if you want to have a look.
