I have a Efficiency III, Fortune II, and Unbreaking II diamond pickaxe. I'm trying to combine it with a Fortune I diamond pickaxe. Yet, either way I put it, I either get, 1. "Too Expensive", and 2. 39 Levels for the same Efficiency III, Fortune II, Unbreaking III diamond pickaxe. I just wanted to make it Fortune III, Efficiency III, Unbreaking III

If it's too expensive it's too expensive. If it means that much try and go on creative and do it, no limit.

I quick test has shown to me that you require Fortune II + Fortune II to get Fortune III.
Like most of the time when combining things in video games you require 2 of the same tier to beable to progress to the next.
You can either try for a nother Fortune I to combine with your Fortune I to get a second Fortune II that will then let you get a Fortune III. Or get another Fortune II.
