For our team it's simply undoable to moderate the server 24/7. And fixing grief just isn't the way we want to spend our precious spare time.
When people have proven they are mature enough, which isn't age related at all in my experience, players get to play on our real Vanilla server. This server is plain Minecraft. No Bukkit, no plugins, just minecraft_server.jar from minecraft.net
Running a community where you can have a 'clean' Vanilla server with people that are simply fun to play with is a lot of work though. It takes quite a lot of effort to screen out players you don't want there.

HappyDiggers is a small Minecraft community with several different servers: Adventure, Arena PvE, Feed The Beast, Skyblock, Small World, Towny, Prison, Vanilla and Snapshot.

-PVP'ers take no consideration for other players.
-People are usually extremely rude.
-Moderators are usually abusive or don't do their jobs.
-Too many plugins.
-Everyone that plays is anywhere from 8-12
-All people do is complain

I play on a non-whitelisted vanilla server. No, you can't have the address. I build large legit projects and only use Creative mode and Op powers for administrative duties. The biggest grief story we have is when a new guy stole some diamonds, a map, and some really nice enchanted stuff from me. I took the sword and bow back and threatened to use my legit stack of TNT on his house if he did it again. No problems since.
Like a hundred people have already said it. You want a nice game of Minecraft, play on a private server.

Back in alpha and beta you had to make your own server. You still do today, but it was harder and much rarely done. Only very ambitious kids made a server. So 80% of them were created by us, the veterans and true Minecrafters.

I have a privet server that I have had since beta 1.5 and is over 3 gigs in size, 43 minutes of train track linking all of the outposts along with paths linking in the same manner. Nether is cobble pathed with portals for fastest travel yet people still want to teleport because they don't want to play SURVIVAL MODE, they want to play QUICK REWARD MODE.
You can advertise your server on forums but it becomes buried with in a hour due to bot posters and then there is the plug-in that gives people a free diamond for voting for the server. In short it is hell getting folks to play on a Legit server and finding one is just as hard. It is to hard for people to take 5 mins to fill out a application these days, "hmmm no wonder employment is so low these days ya think?".
I don't think having Bukkit is a big problem unless it is abused or used to take away the legit vanilla experience. It is honestly the only insurance policy against griefers. IMO all you need is bukkitt and world edit to maintain large servers as the patches and griefers roll on threw time.
In short I feel society is becoming more and more feeble when it comes to effort and imagination. Which is why mine craft is so successful. Not many games since the early 90's give players the ability to use there imagination because most things in life these days spoon fed. In short people don't want to play in the vanilla fashion, they just want to pretend they are and they are only fooling themselves.
