My mom and I were looking for a laptop for my grandmother and my mom suggested the Chromebook. The cheapest one is $249.99 and has these specs.

She pays bills online and checks her e-mail, so is this laptop any good?

Chromebooks are basically 3g/4g laptops that are overpriced and locked into google chrome, your better getting a proper laptop for $300-$400 and then getting a 4g/3g wifi hotspot from at&t/verizon/sprint. Last time I checked verizon will give you one free with the contract. Basically the same affect as the chromebook, but better.
Seeing as your grandmother's probably not doing anything to memory consuming, other than browsing the internet, checking her emails, etc. I suggest something cheap from Toshiba, or HP.

I've found that grandparents usually want to save pictures, documents etc to the actual laptop for offline viewing whenever they want. This alone makes the Chromebook not a very good choice. If they are only browing the web it should be fine. Pretty much, what fm87 said ^
